I recently obtained an Omen. It's outfitted with:
3 Medium Pulse Lasers 1 Medium Nos 1 Arabalest heavy launcher
Medium:
Shield repairer module (don't remember the name) 10 MN Afterburner <Still open for suggestions>
Low slots: <still open for suggestions>
My friend flies a punisher. He has great skills and good modules, and i accepted a PVP challenge (down to half structure). Any suggestions? I know in general i fly a better ship, but he has a lot of experience and more trained skills. Tips?

You were using cruiser guns to fight a frigate which means they have a hard time hitting it. Try fitting some smaller guns or drones for ships smaller than cruisers. Not flown Ammar so not sure on what anti frig cruiser setups are good.
Might want to try and ship setup sticky thread for some ideas.
Also skills mean alot more than hardware most of the time so that also would of helped your friend out.

Depending on how far the SP split is, it shouldn't be too hard. Try something like this, downgrading T2 to T1 as needed:
4x Medium Pulse Laser II 1x Assault Missile Launcher II (explosive missiles)
2x X5 Prototype I Engine Enervator 1x Faint Epsilon Warp Prohibitor I
1x Medium Armor Repairer II 1x 1600mm Reinforced Rolled Tungsten Plates I 2x Energized Adaptive Nano Membrane II 1x Heat Sink II
3x Warrior II
He has to come into your range (unless he's fitting beams) so a speed mod isn't much use, better to double web to hold him in place. Medium pulses are small sized lasers which should track well, the missile launcher just helps against his weakest resist. With the 1600mm plate and dual EANM, it'd take even a skilled Punisher all day to chew through that.
Have fun.

No need for warp scramblers; He isn't warping, we aren't fighting to death.

load up on webbers and swap out the med NoS for a energy neutralizer. If he comes inside 10km he's webbed and his cap is pretty much gone on the spot.

Edited by: Murehk on 16/09/2006 21:15:01 I agree with whoever said fit the 1600mm plate, I hate to attack a cruiser only to find it has one of those on... admitidly I can still win, it just takes quite a while.
Oh yea and as someone else said, neut and web.

Edited by: Ituralde on 16/09/2006 22:49:03 Myself, I would use: High 4x Medium Beam Laser 1x Medium Energy Destablizer (should be able to run this well enough with the cap power relay - if not, use a Nosferatu - test this before fighting)
Mid 2x X5 Prototype Energy Enervator 1x Target Painter (named)
Lows: Medium Armor Repper II 2x Energized Adaptive Nano Membrane 1x Heat Sink 1x Capacitor Power Relay
Drones: 3x Warrior
Test your cap with that - ideally you engage ~10km but bring longer range crystals just in case. He should be touching you very little - though if you can basically run that repper constantly then you can win pretty easy. The nos alone should automatically win you the fight essentially - as soon as he enters web range he is a goner. If he stays out of web range though, the painter and the medium beams will reach at least as far as he can and hit harder due to the extra turret slot. A 3x Medium Beam II setup on a punisher probably will gimp his tank seriously and does not swat hard at all so I doubt he will go for range anyhow.

Edited by: Commander Thrawn on 16/09/2006 23:24:34 its really not that hard to hit a frig with med guns fit heavy pulse on that sucker and double web him, 3 heatsinks in low he wont last more then 4-5 volleys if that
4 heavy pulse AB, 2xweb med rep, reactor control, 3heatsinks not sure if the cpu will hold, if not drop and heatsink and put in a cap relay
dps ftw :)

IMO if you know specifically what ship he'll be flying and its his frig vs. your cruiser, it's not really a fair fight. You're going to win if you use any of the anti-frigsetups posted. My advice is just use a least one webber and at least one nos.

Technically yes, but we're doing it in a series of matches. His Omen vs. my Arbitrator, Omen vs. my Punisher (The match we're both the most interested in), his frigate (Inquisitor I think) vs. Punisher, and his frig vs. my Arbitrator
it's more for fun than it is serious competition. In equal ships, I don't have much doubts about my winning most matches, as he's been playing about half as long as I have. This is more to get an idea of how to use our ships better than it is to blow the other one up. Personally I know that every time I get out of a duel, it gives me an idea on how to improve my setup
