Not to flame but:
No ffs.
There are people waiting months for ship loss petitions and you want to petition something that barely if at all disadvantages you.
GMs are a bit behind on petitions, perhaps when they're up to date you can waste their time with this but please don't now. - - - - - - - - - -

It's a known bug, petition it. It will generally be fixed fairly quickly.

The post on the missions board said from a fairly official source you should do an 'Agent Missions in Progress' petition and they should swap it to an L4 one.

Not to choose sides, but should this not be bug reported and NOT petitioned?
To petition it, you should be looseing something imprortant, you should be stuck, or it should be a game breaking thing. A bugged missions is just that. Bugged.
file a bug report, do the mission, give them as many details as possible in the bug report, and you've just helped out CCP's bug hunters.
File a petition, and all it'll do is cause a GM to spend 5 min telling you to send in a bug report. But by the time they get to it, weeks will have passed, and by then you'll've forgotten all about the mission, and it's details.

You should petition it, under agent mission in progress to have the GM's reset your mission to the proper level. No one should tell you to forget about this and not petition it, each player has just as much right to petition one bug or problem as another.
But yes, any bugs should also be bug reported, unless it is on our known issues list or we have requested more information about it.

Ship loss petitions are the biggest waste of time. The reason being that disconnects and freezes can't be proven. I would be that 90% of ship losses are not reimbursed.
I love old characters that post 'I've beeen playing the game three years' when I know their account has been sold on.

Please do not - i repeat - do not petition such things. You can always report it as a bug, since those are handled different.

Have you ever sent a mission in progress petition before? If so, that's quite a different experience compared to mine.
I've already sent 2 very recent petitions in for the same issue stated in the OP, and both times I got a reply + fix + closed petition in under 15 minutes.

So can GMs actually give you the right type of mission now? I had a bug with a Storyline mission a while ago and they could only reset it to a L1. Total waste of my time to complete it.

I can always shut up, but then dont come to the forums and complain that the petition queue takes like 6 weeks to handle.
Also, you guys and gals are hindering legitimate petitions, by coming up with such things as this, which belongs in another cathergory then under petitions.

I was broke from PvP and needed to make some money today so I did some missions and got the same problem. Stupid agent gave me lvl 1 "Materials for War Preperation" instead of lvl 4 which means ****ty +1 implant instead of +4 implant. Petitioned it under "Agent Mission in Progress" and GM changed it to lvl 4 version with less than a 20min wait! 
So to the OP, petition it and ignore the whiners. Petitions are supposed to be used for real bugs like this. The people making the queue so long are the idiots that petition every ship loss due to lag and **** which can't even be proven (and in most cases they are probably lying anyway.)

Out of curiosity, what WOULD you consider a "legatimte petition"?
Anyway, A >>game dev<< has more or less stated they're legitamite in the thread leave the poor guy alone and go train reading comprehension to level 2.

I believe that a few posts above you, someone with a tiny bit more authority just said that it SHOULD be petitioned.
What you may or may not consider "Legitimate" has no bearing on reality.

FFS, a dev already said to petition it, so drop your high and mighty bull****. I find this to be more a 'problem' than people petitioning for ships they lost in lag they were fully aware was going to happen.
