The market can be quite fickle and my guess is that folks can't see beyond 9M in Science & Trade. Regardless of that, it's a nice character with really good Drones, Engineering, Navigation & Shields. Needs a bit of work in Armor, Guns & Missiles but she has a good name, very short corp history and Annual Remap which are positive elements. There is no reason you can't get 13-14B for her considering what I've seen some Ishtar only pilots sell for recently.
Hope she finds a new owner who gives you a proper offer.
