A new active module - Low slot
When activated before warp, it slows your warp speed and acceleration / deacceleration time right down. warp cruiseing speed is at max 1au/sec.
Typically this will be useful for covert-ops frigates that are trying to use scan probes to find a target and need to make bookmark locations for dropping probes around the target. Currently warp speeds are far too fast and its very hit and miss afair when trying to get BM locations for probeing.
Would also be useful for scouts. As you they could use the Warp Speed Control to do 'patrols' around a system. Used in conjunction with the scanner this would allow the scout to more accurately identify the location of something they are trying to find useing directional scanning while 'on the fly' in warp.

/signed.. A module with ammo to adjust the AU speed setting could be cool. :D

likewise, one to increase the top warp speed would be good for ships supporting tacklers.

This is a cool idea. I like the idea of orbiting a target in warp, at like 2 AU. Or something.

How would you exit warp?

I like the ammo idea, it could work like laser crystals. ie you could have a different crystal (or whatever the equivalent ammo of the Warp Speed controller would be called) for different warp speeds. One to go 1au/sec, another to go 2au/sec, another for 3au etc.
Would also be useful if you could deactivate the module while in warp to get back up to normal warp speed I guess if the module has served its purpose. Being stuck going 1au/sec over a 200au jump might get a little tedious

While I realize it's bad to give all ships identical access to uniform tactical capacities, i.e. shuttles with radar, sometimes there is design wiggle room. Slots are simply not a good choice for less combat oriented modules simply because people lose too much combat efficiency to those particular slots.
Instead of making it a choice which cluttered the emergency menus, I would just make default warp speed a select-and-forget choice. It could even improve capacitor/fuel consumption.
Travelling in convoy with freighters has taught me the value of 0.6AU/s warp speeds when it comes to system scanning. You really can take a quick directional look at absolutely everthing as you mosey on through. I would [p]<3LOOOOVE<3[/p] to be able to do that in my cruiser just by toggling 1AU/s default warp speed by right clicking on the warpto button above the overview. Ships that are normally slow would just have a smaller range limit.
It would be necessary to have a defined minimum limit just so innexperienced customers don't get caught in warp for days at a time like you would expect in interstellar travel. However, give us some leeway to actually make pretty slow warps. I can see situations where I actually would like to make a 10 or 30 minute warp.
As a protection, it could be possible to make a popup consent box on the first warp following a defaults change, or any change below 1au/s. The consent box might display the estimated travel time, but would only pop up once to prevent unnecessary tribulation. Even in gangs, that popup should only affect the discerning gang leader anyhow.

-Warp time would be determined by capacitor, as it is already. -Exit warp by stopping your ship. -You already can set the "ultimate" safe spot, by setting a bookmark between two locations, and then setting a third between that bookmark and another location. -By target I meant bookmark, previously :P

Desturbences while warping prevent for using scanners or other electronical devices. So it bad idea :)

I cannot say that this has been my experience. I have frequently scanned people whilst my ship was moving, and also captured fleeting scans of others while they were in more or less perpenticular vectors.
