what would be needed is something simple and effective
so block trial acounts from sending evemail and joining channels (so only corp, local and gang are availeble)
Allow a paying account to mark a character (a charackter, not an account) as sponored, giving it the ability to mail and chat as normal.
This sponsor need not even be visible to anyone but ccp.
Ban players that sponsor isk sellers.

What is to prevent the spammers from sponsoring their trails?
"It will tell CCP who the real spammer/isk seller is." - Well, not really. It is highly probable that the sponsor is the isk seller, but not definate. Justice don't work with assumptions.
Suggested effect:
First time an account that sponsors a character that is later petitioned and found guilty of spamming an isk mail will get a 1 week ban on his account
Seccond time he gets a 1 week ban on all his accounts and cannot ever again sponsor another character.

As annoying as the isk spam is. Im even more annoyed by the herds of people that petition each and every spam mail and chat ad they see, thinking their doing something useful.
Do you really think your doing anything helpful by filing the petition?! I've only seen one person/company spamming this crap. He always uses trial accounts, and always posts the same message.
I've had a real petition open since 8/25 and you guys are wasting the GMs time with something they cant fix anyway. What is the purpose of getting a trial account banned?! It will be auto-banned in 14 days anyway. He obviously has the incredible power to make (omg) another trial account. In the mean time every useless petition generated pushes my real petition, and THOUSANDS of others further back.
Please just give it up. Don't acknowledge the message, don't respond to the eve-mails, and of course don't buy the damn isk. There's nothing else worth doing right now.
The devs are well aware of the issue. It will be fixed as best they can eventually. Until then just ignore it.
I am realy annoyed by isk sellers for more than one reason.
-Proving economic viabillity of making your money in a game is not something I see as a good thing.
(consider the following for instance: taxation, minimum age for working (might be a good thing  ), laws that regulate time spend working and other minimal requirements for a healthy working space)
-CCP handles these petitions with priorety
-CCP wants us to continue to petition these cases (I asked)
