I suspect given what we've seen with the T2 bpos such as hacs and cap charger 2's that they want to wait until invention is ingame and settled (assuming it will have some bugs/need balancing) before introducing another high demand t2 item.

The simple answer why T2 Cargo Expanders aren't in the game is... They violate the 27.5k rule. Which is no cargo larger than 27,500 m3 can be jettisoned intospace That figure is the current max cargo capacity of an iteron mark v with 5 local hull expanders and gallente industrial skill 5. Its also the same size as a jetcan.
In short T2 Expanders aren't in game because it would create the freighter problem on other ship and could potentially screw up the database.

The amarr dreadnought can hold more than 30k with expanders. There goes that theory.

forget the new hold size, if they dont change the stats, my transport ship is going to have a negative speed 
Impel: base speed 80m/s with 7low slots. TII expanders -15m/s each new speed = 80 - (15*7) = -35 m/s

I'm sorry, but would love to see your iteron mk V do better than that Toxic.
To the OP, As stated plenty of times before, They simply arn't in game yet. This could be because they would crash the Expander market (I mean look at it, a Local Hull Expanded (27%) sells for 30 million (if you can get it cheap), If you seed a 30% expander, and it gets mass produced, it'll sell for around 1-2 million, causing all named expanders to be well, Nothing.)
I think they are trying to avoid the same situation that arose with the Miner IIs, If you compare the Price of a Miner II to that of an ExCel Drilling laser, You'll see about 2 to 3 times price difference.
Also these things would make it a lot easier to move around "BIG" items, such as Ship Assembly arrays.

CCP just has to get it right on the build components costs.
Local hull cargo expanders cost ~30M isk right now.
If the component build costs for these tech 2 cargo expanders was say 25M isk (say then need to be made out of pure morphite!) then the profit that could be made would not be insane.
What I dont want to see is that these cost 100K to build and are sold for 40M isk a unit. That is the kind of crap like on the Hulk BPOs that drives people insane. Getting a Tech 2 bpo that means you never have to lift a finger again in the game to make isk is a weak game mechanic.

Don't EVER seed a BPO.
Have NPCs sell the T2 Cargo Expander for a high price, using it as an Isk sink for the game. I'd suggest NPCs sell them for at least 20mil each.
Also, do something similar for items such as T2 Nanofibers, T2 Damage controls, etc.

I fully support this. It would be a great ISK sink.
