I'm just starting to do missions and i'm finding them quite enjoyable and a good break from killing ppl or running from anti pi's,
but since i'm -9
I've run into a little problem, i cant seem to find an agent in low sec that will only give missions for low sec, the agent i have (lvl 1 caldari) gives me a high sec mission or one that goes through high sec every other damn mission so in the end i'm never gaining any standing with him, this means that even with lvl 5 connections i cant use the lvl two in that area either as the lvl two agent needs more than what connections 5 + my current standing will give.
So to my question
Are they any regions that have a reasnobly large area of low sec where atleast 90-95% of the time the missions will all be for the low sec area and not venture into high sec, i am only just verging on 7 months old and do not wish at this time to venture into 0.0 to raise my sec and tbh i like being -9.

Agents don't send you outside their constellation.
So, you need an agent in a constellation that is all low sec.
I know this isn't a direct answer, but it may help

Agents do send you outside their constellation. I know from fact.

In my experience, kill / encounter missions are all located in the same constellation as the agent. Courier / trade / mining missions can be anything up to 8 jumps away and can even cross regional boundaries.

Lojik, I am new to the game(7 days or so) but i recently moved to a station in the Essence region. The station i am in is in .5 and almost all the missions i get take me into .4 and .3 space. I truly do not know if that helps you, but hey. BTW it is Gallente owned.
I still cannot believe they let me out! |

Everthought about running for a pirate cop?
They definiately aren't in high sec space...

You should train Connections which will get you acess to a higher level agent.
Then take a look at Ishukone, they have agents all over and some of them are in low sec. As a Caldari you could try the Mordus agents in 5ZXX-K or as others have mentioned, try one of the pirate corps (probably not Guristas but Serpentis, Sanshas, Angels etc).

hmm interesting predicament.
Not around the game atm to check for you, but I know for a fact many of the l4/l3 security agents for Amarr corporations are in low security space, there seems to be a lot of it in Domain / Tash Murkon I believe. Something to check out next time you log on and view the map. Check for corps like Zoar and Sons (? I believe), also the standard Amarr Navy and even imperial shipment has a few sec agents.
