Excellent point. Gate camps are lame. And boring. And an excellent adaptation of a crummy game mechanic.
The biggest risk in traveling in lowsec is getting caught in a gatecamp after jumping into a system. How do you avoid this without the use of alts, or scouts, or some other less than ideal workaround?
Another problem is the consequences of losing in PvP. You lose your ship, your fittings, and any implants. Ouch. Even with insurance it can be a very expensive ordeal, not to mention the sheer amount of time it takes to recover. You will have to buy a new clone, then maybe buy a new ship and new fittings. Then you'll probably have to fly all over the region picking up all the gear you had to buy. 30 seconds of combat can take hours to recover from. Who needs that mess?
In other games that I am aware of, a death in PvP is not as catastrophic as it is in EVE. Nor do they suffer from the suckers bet that are gates and gate camps.
These 2 elements are why, in my opinion, you don't see more people in low sec.

I understand where you're coming from, but that is also one of the reasons that a LOT of people avoid PvP like the plague.
You want more PvP? Tone down the death penalty.
What would PvP be like in other games if, when you died, you had to get new armor and new weapons? You would see what we see in EVE ... a whole lot of mining going on. zzzzzzzzzz

It can be a solo game if you want it to be. If you want to mine or build things in relative peace and quiet then stay in the newbie corp and just go about your business in high-sec.
Sure, the high value minerals aren't there, but neither is any of the stress from war decs, pirates, or nbsi alliances. Just learn to work the market. This is one of the reasons that Empire is more populated than low-sec.
Living effectively in low-sec takes much more effort than Empire, and there's clearly a lot of casual players that just aren't willing to make the effort.
I've read some suggestions about punishing high-sec and boosting low-sec. IMHO all that will do is cause people to quit. It doesn't address the real reasons why people are staying safe and happy in Empire. Part of it is risk-vs-reward, and part of it is just pure risk.
