The dollar account was first billed on 2005-11-10 and the euro account on 2005-10-17.

The very first two payments on my account were billed to the sum of 12.95 USD back in 09-2003 and 10-2003.
Subsequent to that (and after a brief break from the game) all payments have been made in euros.
Interesting times await... |

Now that sounds like a plan, as for billing i have a 1yr old account and a 2yr old account, the older one used paypal until it broke so i was billed in USD iirc and the newer account was billed the same until it broke but now they bill me in USD if i want to pay using my debit card. ---

When I first joined they billed me in Euro (over a year ago). Since I resubbed (this week) they now bill me in dollars.

Players from EU states are billed differently, ie in Euros, in order to allow the collection of VAT (or sales taxes to some of you).
Technically therefore, you don't get a choice - that's why there's a price difference, so that CCP can charge it ontop of their fee and not earn less from EU players than those from the rest of the world. (Conversely, we EU players pay more, but at least we can safely blame the tax man and not CCP.)
If an EU citizen's account is being billed in dollars it sounds like an error, it may well be that either of two things is happening:
a) VAT is not being collected correctly by CCP. b) CCP are losing money by not collecting VAT from you and paying it on your behalf anyway.
In either case, CCP lose out.
From the player's point of view, if you were to deliberately attempt to circumvent the need to pay in Euros and to pay the (lower, tax free) dollar price, you would technically be guilty of tax evasion.

This account was started in 2004 and has always been active, and always paid in Euros 
My 2nd account, also started in 2004 but not active currently, was also always billed in Euros. I'll see what happens when I reacitvate it in a couple of month's time.

The alternative is that I could transfer all my billing to my US friend and then reimburse him.
I feel it's wrong that I should be paying more just because of where I live.

I was led to believe that if you're in the UK, then the cheapest way to pay for eve was to buy GTC with dollars via paypal. Even without the year long sub discount you would make a reasonable saving.
I have no idea where you would stand in relation to excise and VAT evasion though

Some Brits don't seem to know that the Euro-coins have country-specific side. Dutch Euros have our Queen, Belgian Euros have their King and so on.
For the bills however, suck on it :)

I have asked before, and you can't choose which currency you pay in, if you pay directly to CCP. I guess they have a randomizer code there or something. You can, however, choose the currency, if you buy your card from a timecode retailer. At the moment, game is much cheaper to pay with dollars than euros. (because 15Ç is more than 15$)

Theoretically the goods would be stopped at entry to the country and both VAT AND import duty slapped on them - thus you'd pay more tax.
I can't verify they do that to all parcels, as I have had some goods arrive with and without import taxes before when purchasing from overseas, but it is the theoretical answer - you'd pay even more.
As for those wishing not to be paying more simnply for living in the EU, that's a matter to take up with your governments / local parliaments etc. VAT and other taxes are a fact of life within the EU, but it is only recently that they have taken to enforcing them on electronically provided services from outside the EU.
