I'm wondering about how effective a sniper can be if he fits t1 weapons. For example, the tempest in particular I've heard wonderful things about its t2 setup, some of us don't have the skills or cash to compete in that region, so effective is a t1 setup?

No you should not wait, go whith tech 1 and use tech 2 tracking comps and gyrostabs they not so hard to learn, of corse the more named stuff you have on the better. But T2 is far from beeing asolutly nessesary, even these days.

T2 snipers are not better because of damage; they're better because of range. If you want to snipe from 80km away, T1 is fine. If you want to be at 180km out, you need the T2 ammo.

Simply not true. Aside from T2 gear doing more damage to start with and T2 ammo penalties.
The long range T2 ammo has 50% (36/24 arties) to 80% (36/20 rails/beams) higher base damage over longest range T1 ammo. That's huge gap that shouldn't be ignored easily.

You need the t2 ammo to snipe.
Everything else is just lame. It is good that you are not paranoid, yet, they might still be after you.

You wont have anywhere near the range or damage of a t2 sniper with otherwise similar setup, but could still be useful in certain situations. Just dont get into a fight with a t2 sniper.
Just some comparison for you based on my own experiences both before and after getting t2 rails on my snipeathron:
with t1 rails (compressed coils) and Iridium (iron sucks, so I never used it): Optimal about 120k, with another 20k or so of falloff. Damage is mediocre at best... could probably pop a hauler with it, but forget about a tanked cruiser or anything bigger.
With t2 rails and spike, and otherwise exact same setup: Optimal 215km, falloff about 40k (I can hit out to the 250 barrier), and damage with spike is MUCH greater than the t1 rails with iridium or especially Iron.
