So I finally trained up this to level 1, interested to see what happened.
Remote Sensor Damps: Phased Muon
Accuracy Falloff Pre level 1 - 60%
Accuracy Falloff Post Level 1 - 60%
According to the skill "Advanced understanding of signal waves. 10% bonus to falloff for ECM, Remote Sensor Dampeners, Tracking Disruptors and Target Painters per skill level."
In fact, no stat of the damp had changed at all, is this a broken skill for damps?
I'd like the bonus, but obviously if it's not working, then it's not worth the time.

I can't remember having trained the skill myself, nor have I ever read it is in anyway broken. Still there's one think I need to ask: Did you check the stats while you had the modules fitted or just on the market/ in your hangar? Because if you didn't it's not unlikely you'll find different stats when checking them while fitted on a ship. A ship without falloff bonusses for those mods, that is. Don't know if one with such bonusses
exists, I don't know the bonusses every ship gets.

skill gives 10% falloff to you RSD's falloff. not effect of RSD

It should affect the range at which I can effectively use a Damp, which in my OP I mistakenly put at 60%. It should have read 60km.
I'll edit it now.
Either way, shown info on the sensor damp, equipped to my active ship was exactly the same attributes before and after I completed a skill level of this skill.

Try exiting your ship and then re-entering it. Any difference?
