Scrofalitic One got incredibly lucky, and won all three drawings, leading to a couple minor format changes for this round.

Utoxin's Lottery Rules:
1. Tickets cost 100,000 ISK
2. You may purchase as many tickets as you want.
3. Payment is made to 'Morric Shwarz', my alt. Send the full amount for your tickets in one batch. Any odd amount insufficient to purchase a ticket is considered a donation to the prize pool. If you wish to simply make a donation without purchasing a ticket, send me an evemail first to let me know.
4. Ticket Sales Close: October 15th, 12:00 EVE Time
5. Optionally, when purchasing your tickets, make a post including the ticker of a company listed on the New York Stock Exchange. This will be used in winning ticket calculations. See below.
6. Prizes ase as follows:
1st Prize: 55% of tickets sold (5.5M ISK @ 100 tickets)
2nd Prize: 20% of tickets sold (2.0M ISK @ 100 Tickets)
3rd Prize: 10% of tickets sold (1.0M ISK @ 100 Tickets)
7. Ticket drawings will occur on the following dates, at the close of market in the US:
1st Prize: Monday, October 16th
2nd Prize: Tuesday, October 17th
3rd Prize: Wednesday, October 18th
8. Winner chose as follows:
Ticket numbers will be assigned after the close of sales. Due to the miraculous 3 wins by one person in the last lotto, I will be shuffling the order of tickets, so that there is as little clumping as possible. This will take place before the first drawing, and will not be modified after that point, and it will be done by a PHP script whose source I have made available. (Though you'll have to trust me that I actually used that script)
Ticket numbers start at 0.
The winning number will be picked as follows:
(Close of Market Price Total * 100) % Number Of Tickets = Winning Ticket
This is the same as last time, with one exception. Instead of using only the DJIA index, I will also allow participants to select one stock ticker each that will be added to the DJIA index. For example:
Suppose that Scrofalitic One is the only person to exercise their option to select a ticker, and he chooses Google.
The 'Close of Market Price Total' would then be the closing price of DJIA + the closing price of GOOG.
This allows participants to add some additional randomness of their own into the selection process.
Playing the stock market in an attempt to manipulate the outcome of the lottery is not forbidden. Good luck with that. :)
9. Once a ticket has won, it is removed from the list, reducing the total number of tickets by one. Yes, a single person can win multiple times.

Just letting people know that I made some corrections to the PHP script that will be used for the shuffling. I was using an 'incorrect' version of the array shuffling code that tends to lead to patterns in the shuffle. This has been corrected, and the linked script is now using the correct code, and is also loading an participants file with all the current participants included.

Aww, come on people. Let's see some ticket buying. They're cheap, and you can buy as many or as few as you want. And remember, for every 100 tickets that sell, I'll throw an extra 1M ISK in the prize pool.
