I tested it with six level 3 agents.
1 of them was located in Highway system (PATOR) and it took only 4-5 jumps on average to complete the mission (8 to 10 roundtrips).
2 of them were 4 jumps away from New Caldari, and it took like 9-10 jumps on average to complete the mission (18 to 20 roundtrips on average).
The rest of the agents were located 9 to 11 jumps away from the closest highway system, and it took amazing 14 to 16 jumps to complete the missions on average. That is, 28 to 32 average roundtrips.
If all this is the truth, it is only a matter of random and luck that you get a well located agent.

Yes I believe you are right in this Pirindolo. The amount of jumps is most affected by your agents location.

Once again that is absolutely ridiculous. So having a very high standing with the agent doesn't count, and being located in Pator does? Come on!!!
I hope this will be fixed with the patch Zrakor is talking about.

I would assume the # of jumps is based on the normal travel network, it just doesnt take the highway into account .. so if you happen to be near it it takes less . ----- Apologys for any rambling that may have just occurred.

It is based on no. of jumps. I have a lvl 3 agent in pator as well and the no. of jumps for most missions has not changed from when I was based at Klogori. Some require 0 jumps, some require 15!! There is an obvious advantage of course on being on the highway to obtaining cheap trade goods etc.
My only downside is that half my missions end up going to or passing through amamake - which biomass have made their camp at the jump in point So I dusted of my first frigate - the mighty Slasher and I whizz around in that on many missions, can get 1.2k/s with 2 ab's

It is based on constellations and regions, and doesn't take Highways into account. Most of the missions happen in a "nearby constellation". This makes them pretty random which is good. I also believe there was a problem with implementing them per number of jumps, Papa Smurf would know more about that.

Another factor in the missions is "Next Closest Corporate Station" - for the "go here, pick up this, then go there and deliver it" missions (IE: Toolkits, Save the Premier, etc.).

Try making missions in Stain. If you get one that only requires 10 jumps you'll be very lycky.

Well, I'm currently working for a level 3 concord agent in the Khanid region. The majority of the missions I've received so far involved a number of jumps between 30 - 50.

I have a Level 1 Scope agent in Orvolle--He is trying to kill me with that "I'll just send you to a nearby constellation" B-S!!
Keeps giving me missions that require I pass through FD-MLJ.
No way I'm doing that for teh little terd.
Plus one of my Level 3 Ladies is nearby to him. He can starve. Besides, the Ladies put out.
Implants, that is. What?

Well i've done it all. And I can vouge for the super highway thing.
But like the DEV explained. I have noticed it mostly has to do with the region your in.
I think it also has to do with, where in the region your located. If you're in the middle of the region near a junction, you probably wont have to make that many jumps per mission. If you're on one end of a very large region, you will probably need to make more jumps on average.
But if your close to the super highway, you're more likely to have a quick way to the other end of the region. Which will also make the amount of jumps less.
Dunno though.. Right now, my agent is on one end of a very long and stretched out region. I accepted a Damsel in Distress mission where I had to kill a pirates and bring back the Damsel(Slaves). Now usually these pirate kiling missions are 0 to 6 jumps. But much to my surprise, it ended up being an 18 jump journey. That's 36 jumps round trip. =[

N<-->S<-->S<-->S<-->S<-->S<-->S<-->A
N=Neighbouring Constellation jump (or region) S=Constellation system A=Agent system
IOW, to get to the next constellation or region, you HAVE to traverse the 6 systems inbetween every single time you do a mission.
A better location would be:
N<-->A<-->R S<-->A<-->S<-->N S<-->S<-->A<-->S<-->S
A=Agent system N=Neighbouring Constellation jump S=Constellation system R=Regional jump
Note: "A" in each line is the same system, but due to the non-fixed font used, I can't make a pretty ASCII picture 
IOW: You're a jump away from 2 different constellations, and you're 2 jumps away from a different constellation. Within the constellation itself, you are no more than 2 jumps away from any one system.
It would be even better if the attached regions had the following topology:
S<-->I<-->S<-->N S<-->S<-->I<-->S<-->S S<-->N<-->I<-->S<-->S
I=Constellation jump-in system (where you jump into from your agent constellation) S=System N=Neighbouring Constellation jump
In essense the more interconnected the systems are in the immediate and neighbouring systems, the shorter your missions will be.
(For the network types out there: A Star network topology vs Bus network - which has the shortest data path between all points?)
If there are two (or more) of the same Corporate stations in the system your agent is in, all the better, as they will be used for the "Closest corporate station" missions.

For a high quality level three I'd say 35 +/- 5 rount trip for most missions. Sometimes 44 roundtrip.
