My sound occasionally stutters, like it'll play sounds twice really fast over each other.
What causes this?

When did EVE get sound?
The sound is EVE is known to be rather bugged and its normally a driver related issues, if updating the sound drivers doesn't fix it then i would file a bug report with a logserver file so CCP can look in to it and try to fix it :) ---

Eve Sound is VERY hardware intensive, sadly enough. I ran into trouble with it on my intergrated sound card (it would cause me to lag insanly whenever I attempted to activate my guns and webber). Turning off the sound will fix the actual lag part.
As for poor sound, If its an intergrated sound card, you may just be stuck.
If its a cheaper sound card, it may just not be powerful enough, IE:
I bought a Soundblaster Audigy (cheap one, ala Wal-Mart) that helped the lag problem, but the sound card itself isn't powerful enough to feed the sound through, and i'm getting this annoying *****ling sound. I'm stuck having to either A) Get an amplifier for my comuter (Add in 2 12" Subs as well ), B) Get an expensive sound card (Ewwwww), or C) Play without sound.
ATM, I'm doing C, Eve radio helps a good bit with the whole giving you background noise, but you do miss out on the nice sound effects that are in game.

When the CPU is to busy doing something else and cannot give enought cycle to the sound, then you get this.
The solutions are - Get a better CPU - Get a dual core - If running two client under a dual core, assign each client to a different core. - If upgrading is not an option, turn the sound off :(
I am running two accounts at the same time doing heavily loaded complexes, with the sound on in _both_ accounts, and get no problems since each process is assigned to it's own core and CPU ressources are plenty.

You probably shouldn't have bought that Elmer Fudd brand soundcard they had on sale at CompUSA.

I believe you ment the Porky the Pig card and not the Elmer Fudd card. While the Elmer Fudd card does have a pwobwem with R's and L's it does not stutter.
