What happened ? NPC rats do not attack me. They just run out of me when I come to belt. Even when I come to them with MWD and fly around the DO NOT attack. They Attack only when I try shoot each of them.
Is that normal state ?

CCP this is really funy 
Because I have full battle setup I am slow as turtle. And all rats in all belts just fly out of me ... the run out So with my speed I can not catch them.
Finaly when I use MWD to fly to them they still do not attack. I can touch them by my habd so close I am.
THEY DO NOT ATTACK ME ANYMORE

check your standing with the pirate faction.
afaik they wont attack you if you have good standings. |

Maybe you smell bad, and they are afraid of you.

Killed hundreds of them last week. I do not see any reason to have good standings with them :)

GM was on help the other day and said its a known bug with AI and will be fixed.

Lol this has happened to me a few times, its nice cos when your not in the mood for fighting, they pass u right by ;)
they lock me, come up as a threat but do not engage unless i attack them first.

I know a player who is in quite the opposite situation to you. IF there have been no rats in space for a million years, if this guy warps in, rats spawn out of everey roid to shoot at him, hehe, just bad luck i guess. Still we keep building the bestowers ;)

That happened to me but it was different. I would run with mwds and mine bistot meanwhile the npc pirates were like 10k away from the jump in on the belt. I never locked them and they never attacked me after the initial few missles which I way outran. The Juggernaugt and 4 30,000isk dudes really gave some -sec stat guy a run for his money. Thats what he gets for the slow gate camping setup he was running.

Peon pirates have ran from me the last month, I think it's when they come up around 10k bounty that they've grown some balls...
