Hmm? Don't believe so. I usually solo two 6/10s in a region in the west. Recently I spent like 2-3 days in two systems very distance from HLW in Tenerifis and tried belting but hated it so much. Now I'm selling the loot I've generated from the 6/10 (see the link in my sig).
