We engage a Typhoon at an unamed chokepoint tonight; he instas from one gate to another, and slips through before we can catch him. A few minutes later he comes back through...however, as we wait for him to uncloak, we are suddenly surprised to see him appear right on top of the gate, and jump through...
 , WTF? Explain this to me: how does one cover at least 15km without being seen, in a battleship, in under 30 seconds? Even assuming a nanophoon with an Improved Cloaking Device II:
-75% max speed modifier
12.5km to cover from the dumping point of the gate to warp range
Not even being seen on overview during the whole process, making the thought of un-cloaking then re-cloaking very difficult
Let's not account for intertia, and say he got up to 2km/s or so instantly, while immediately cloaking w/o us noticing (two people with eyes staring at the overview, unlikely), with the speed penalty applied: 500 m/s, it would take 25 seconds, but doable. Now, let's take into account inertia - how much speed can a battleship gain in under a second of uncloaking? Even if he managed to sneak a cycle in then cloak, and it still runs, can a BS get from unaligned to w/i jump distance in that time?
I smell shennanigans going on here; I respect this corp, so I'm a bit surprised by this, but I'd like to know the feasibility of this. If it still smells fishy in the morning, I plan on petitioning for more information.
A second general question for y'all - when fighters are delegated, and I engage a target, there was only an option for them to have a "new group" created or "delete group", no "engage target" option was available. Cost me a ship, thankfully not an expensive one but  nonetheless.

Faction covops cloaks still can't be used on a Typhoon 
And if you meant faction improved cloaks... they're hardly better than T2.

Sounds like possible lag. I've been seeing 10-30 second lag recently (which sucks BTW). Even in 0.0, depending on the system, I've seen terrible lag and sometimes it seems to be one sided.

Possibly, but client visuals and updates were going at full speed for both me and my corpmate .

were you using cans to lag him, or, umm, better question, were there a multitude of cans around the gate?
I've run many a gate camp that had *tons* of cans about it(either to trap people with lag, or leftovers from hours and hours of camping a busy gate). A few times, my corpmates who were travelling with me saw me reappear and rejump after I had already moved on and was warping thru the next system.
**edit** after reading what I wrote, I can see how it looks like I'm implying you were trying to lag him.. I apologize for that. I only brought it up because that was the only common thing the few times I've been aware of this sort of reappearing thing to happen.

It probably wasnt 30 seconds... more like you're under-exaggerating cause it FELT like 30 seconds, but was maybe 1-2 minutes. I find time goes by extremely fast in eve.

We're not RA, we don't lag people with BMs or cans  . That being said, the only objects on our grid were about 8 fighters, a small bubble, two maledictions, a gate, and that typhoon when he uncloaked. Effects and turrets were disabled on my end, with overview only showing the Typhoon when he uncloaked and jumped back out.

No, has no where near that long, it wasn't any longer then thirty seconds, although TS has no logs, they would all go along the lines of "Targetting," and three people going "WTS?"

File an exploit petition and get it looked at.
If it was indeed somthing dodgy action will be taken, if it was just lag or some quirk then no harm is done.
