Simple question: Can I online my probe launcher in space, launch the probes, then offline the launcher while I cloak and slowly begin to online the rest of my mods IN CLOAK and WHILE PROBES ARE SCANNING? Or does offlining the launcher kinda kill the probes?

No you cannt,
as long the scan runs your Probe Launcher is an active module. So even cannt put it offline.
Next Dont Cloak while the scan is running as you never will receive a result.
Again because the Probe Launcher is active and when you cloack its get deactivated.
You also cannt change the PRobes in the launcher while the scan is runnning.

Would anyone mind telling me WHY I've heard that cov ops are the best for probe scanning and safe spot busting? Did I hear wrongly? What's the deal?

How exactly does that work? I've tried warping to places while cloaked and I've gotten the message that I can't warp CAUSE I'm cloaked.... I don't know, ethier I've got this huge misconception about cov ops or I'm just not doing something right

covert ops have a bonus on modules that use the astrometrics skill(eg. probes), resulting in faster scan results. The cov ops cloak allows you to warp cloaked, unlike the improved and prototype one.

Thank you very much, that bit about the prototype cloak not working pretty much clears it all up now. I'll have to work at getting that T2 cloak then?

First of all get covert ops level 5 and you won't have to worry about onlining/offlining. At that level the cloak uses 0 cpu.
Second I don't know if you can offline the scanprobe launcher while scanning, have not tried. BUT even if you could I would not do it, reason for that even if you place the probes in a way that you think are perfect it's not 100% sure that you will get a result.
Third, you can not online/offline mods while cloked. Very few things you can do while cloaked.
