Todays newb questions are...
1. I flew through a .4 sector last night. When I got in there were Amarr guns around the gate. Am I fairly safe from gate campers there? If there shot at me would the guns take them out?
2. I hear about miners getting attacked. If someone comes up to me in an roid field and just starts shooting me in .5 and above space doesnt concord come immediatly and attack them? I know they can steal from my jetcan and that gives me the right to attack them and if I do then they can attack me freely.
3. if I attack someone after they steal from my jetcan and they are in a group, does the group get rights to attack me as well?

1: the guns would fire but most likely not take the aggressors out as they will know what they are doing. (you can tank sentries in low sec space)
2: yes, concord will come and kill the aggressors in .5 and higher BUT there are suicide ship setups to kill miners and take their equipment to make a profit that is bigger than what you lost in suicide ships
3: no, just the one who is flagged to you after stealing and was shot at by you. so it would be wise that IF you decide to attack them to kill them one after the other

I'd like to add for your first question: Not safe at all. The guns won't fire at an aggressor who's a certain distance from the gate, so you'll get people in battleships two hundred kilomaters off of the gate shooting at you. They lock quickly and track well, so they can pop you with zero risk to themselves if you don't have instas.

How do you get to be able to attack effectively from 200km out? I'm only 1mil sp in and my max effective range is like 13km. What skills give your effective range such a boost?

You start out with the biggest long-range battleship gun and then stack up tracking computers for optimal range, sensor boosters for locking range, and the overpowered tech 2 sniper ammo that doubles optimal range and still gives good damage. It all adds up real quick.

Referring back to question 1. If I jump into the system on autopilot, will they be able to get a lock on me before I start warping to the next gate? When I first warp into a system it seems like I'm invisible for a short time and then I warp to the next gate shortly after. With insta's it seems this is my most vulnerable point (entering a system). Should I worry about this or is it not enough time for most to get a lock on me and hit me?
Is there a way to drop out of warp once you start heading to a destination? I tried stopping but I continued to warp to my destination. I think if I warp in on autopilot and wait to start warping again I can get out of warp halfway and then use an insta to get to the next gate safely. Good or bad idea?

Autopilot is generally a bad idea when travelling in lowsec space. It prohibits your use of instas, and it doesn't get you moving any faster than manually targeting an object and "Warp To".
Yes, they can target and scramble you before you can enter warp if they are set up to do so. The less you have to turn to point your ship at your destination, the faster you enter warp. Things like Nanofibers which boost your ship agility will also help you align faster.
Remember that different ships travel at different speeds during warp as well. A frigate hits 6au/s, whereas a cruiser only hits 3au/s. So even if you manage to enter warp, if you don't have an insta, and they can determine your destination, they can easily be waiting for you as you exit warp.
If there are warpable objects (planet/moon/station) close to the direction you face while you are cloaked, they'll be your best bet as a warp-to target to evade the scrambling ships. But don't just warp to 15km of the target, especially if it's the only one in your path. Try warping to something like 50km. That way, if your pursuer warps to 15km, or if they guess you'll warp in at 100km, they'll be well outside of scramble range when you exit warp. This gives you time to pick another object and warp to it.
Stacked celestial objects (that appear clumped in one place) can be a blessing because you can pick any one to warp to, and they'll have to take a guess as to which one you'll pick. Just don't stay in that one place, and don't hang out next to planets/moons if you think you are being hunted.
No, you can't stop during warp. But you can drop bookmarks. Hitting OK sets the location, not opening the window. Going back to a mid-warp bookmark, then heading towards a different celestial object and dropping another mid-warp bookmark is a pretty good way to create a safe spot that can only be busted by scan probes. Or exceptionally astounding luck.

To answer the first part of your question, a sniper probably couldn't target you fast enough to kill you unless you were in a big bulky hauler. The problem is not when you enter a system though. What you need to worry about is if you need to crawl towards the exit gate at a couple hundred meters a second. That would be bad...
And the second part of your question: No, you cannot deliberately stop warping. The idea is you enter the system not on autopilot and then warp to your insta manually. You can still use the autopilot to initiate the jump, but you need to deactivate it as soon as it jumps, or it may try to warp you 15km away from the gate, and not to your insta.

A good tip when using instas is to have autopilot on when coming to the gate. when you reach it the autopilot will automaticly jump, doubly useful if the insta is slightly off as you will gain a precious half second of reacion time, and its all done serverside. Once you are jumping turn off the autopilot and use the insta manually on the other side.

You can't use the autopilot to get into warp quickly and then stop warping halfway so that you can use an insta.
You are cloaked when you appear on the otherside of the jump, but the second you move or activate a mod you decloak. So the second the autopilot starts moving you to align for warp you come out of the cloak and are targettable. You can abort the warp before you actually enter into it by hitting (ctrl + space) for "stop."
The best strategy is to hit the autopilot while you are warping to the insta. Then, as soon as it says "autopilot jumping" turn off the autopilot. When you are on the otherside select your next insta while you are still cloaked. Your ship will align and warp as fast as it would with autopilot.

I have actually found that manually jumping just as you come out of warp, ie the instant that you speed is displayed instead of "warping..." will got you to jump 1-2 seconds faster as the autopilot seems to wait until you speed drops completely before jumping. To maximize you speed on this highligh the gate while in warp and hit the button as soon as you are out of warp or a split second before that.

The Skill is Long Range Targeting These people are using Using Sensor Booster 2s,Tracking Computer 2s, Tracking Enhancer 2s, and Tech 2 guns and long range ammo as well.

Thats why I said turn the autopilot off as you begin to jump. Just click th ebutton. On the other side you will be stationary as normal
