I like this idea. With a grace period for fresh newbs. The graduate out of the beginner corp is good, but I think having some vets to offer advice to fresh newbs is also good. So I'd rather not "force" older players out of newb corps.
So yah, I like the tax idea.
(no one is forcing you out of NPC corps, it just becomes a tad more expensive)

1. It costs isk to set up a corp, even a 1 man corp. More isk out of your wallet.

people talk about NPC corps "not having any risk" like we are mining mercoxite in 1.0 space while standing around in a big hug-fest. we "pay for our protection" by having no secure comm channels, no alliance watching our backs, being KOS anywhere and everywhere beyond the bright lights of empire. no starbases, no moon mining, no sovreignty, no chance. no corp hanger, no grantable rights, no offices. we "pay" by helping new rookies when their rookie chat is a flooded wasteland. we fill in the place between Tutorial and Life. im sure the list goes on.
I know plenty of older players who have only moderate incomes (penniless by 0.0 standards) because of their limited time playing. they cant get into a corp because they only have X hours available per week. should they be in a 1 man corp, alone?
what about others who Have played the big empire building alliance game. and taken a break or quit it to come back to their roots. our finest teachers. you want to take that away from recruits?
Im an Instructor here at CAS. Im in an NPC corp. and I have played the alliance game before too. end the hysteric "zomg we cant wardec the nubz!!!11!" silliness and move on with life.

Because I pay for my account too, what you do ingame have an impact on me as well, and I have just as much right as you to voice my opinion over the direction I want the game I'm playing to progress in.

Noone forces you to do that It's like trying to say people should be paid for answering questions in the help channels. Also, noone's trying to say you have Merc access, just that you're immune to wardecs, which is infact true.

Believe it or not, but most corps will happily take you along even if you can only play for a few hours a week.

no secure comm channels? did you buy this game at your local drug den?
"pay" by helping rookies? how? you can choose to ignore them.
"rookie chat" that can be closed or the blink turned off and ignored. you can conversely close/blink off the corp chat if you wish.
i am in a player corp and i am also not mining mercoxit, have no alliance watching my back, you are KOS because you are in a n00b corp (which is because most greifers/spys/alts are in n00b corps)
no starbases/moon mining. well, too damn bad.
no corp hangar... um, would you want to share a corp hangar with 3000+ users? no. you wouldn't.
there are plenty of player corps who understand a person's inability to play 23/7. mine is one of them. and every single corp i've been in has been understanding. you just have to search for the right corp.
no one is asking for a complete nerf. just maybe a few changes. trying to take a new look at NPC corps. there ARE problems and it would be nice to make some changes to ... yes... EVEN OUT THE ODDS...

I like this idea. It's an interesting way to encourage people to try different aspects of Eve without forcing them to. I don't really see how being taxed a little would harm anyone in the game. In fact, it would be a good ISK sink without putting undue pressure on anyone. 10 or 15% really isn't that much. And, really, is 10 or 15% that much to pay to keep people from deccing you? It's a hell of a lot less than it would cost to hire a merc corp to protect a player corp.
The only serious drawback I see is that it wouldn't affect the macrominers/stripminers, since market transactions aren't taxed.

I am getting sort of tired of these posts where people from 0.0 are wanting to change rules at the expense of Empire space players.
The way I look at it is if 0.0, low Sec space and the non NPC corps associated with them are REALLY as lucrative as you all try to make them sound, then the noobs in the NPC corps are ALREADY losing out and paying the price since they aren't making the insane amounts of ISK you all are claiming is possible in your corps.
If anything, NPC corps need the bigger ISK sink since it is YOU who are making all the big ISK.
What it really boils down to is you want more targets to shoot at so lets cut the crap here.
Here is an idea. Instead of trying to push the noobs out of the noob corp, how about making your corps more attractive to them so that they will actually want to leave nad join the player corps?
Remember that the next time some noob wants to join your corp and you tell him "sorry but you don't meet our minimum requirements."

What about just taxing the people with negative security who are in npc corps? Anyone who has done it can tell you that if there is one thing in EVE that is huge isk with no risk, its high-sec empire ganking with hauler alts.
Of course you cant really do anything about these people because they are usually very powerful but immune due to their NPC corp status. Why not tax the hell out of criminals that use the government for protection? I say at -0.5 you get a 10% tax and it increases by 1% every point afterwards. By the time you are at a point where you cannot go into 1.0 space the tax will be so high that it would not be profitable to stay immune. I mean EVE isnt Columbia where the government protects law-breakers. Even then the criminals have to bribe the government for protection.
Thats my .02 isk worth. Doesnt punish legit empire players.

Interesting post there from a 15 day old alt. The tone of your post suggests alt, not new player to me by the way.
Did you actually read ANY of the posts? or just flame on the instant you saw the words "tax" and "NPC Corp"? You did notice that the suggested tax is aimed at characters OVER 3 MONTHS OLD?
95% of the corps out there will employ a character of that age because he/she/gallente will have in excess of 3 and a half million skill points.
Further this post is not from a 0.0 pilot attempting to put fresh meat on his table. It¦s from a three month old character with in excess of 3.5 mill sp.
I¦ll repeat myself for the hard of understanding:-
This suggestion is aimed at characters OVER three months old, not "new players".
This suggestion does NOT "force" people to head sheeplike into the waiting guns of the PvP corps.
If you can come up with valid, logical arguments WHY this suggestion is a bad idea then I welcome your post.

this is actually a really good idea... i like it a lot :) every PC corp i've been in had a tax... why not NPC corps? especially if they're free from war-decs.
A lot of people sound like "if we're in a NPC corp, we are nerfed because we can't access low/no sec space safely." well... that's just completel BS. While in my newbie corp, i have gone into low sec, and built up quite a bit of money (for a 3 month old char at least :P), since there's actually NOTHING to stop a NPC corp character from going there (pirates? heh just be careful of local and they cant touch you :), and a lot of low sec corps are actively anti-pirate, so its pretty safe most of the time there anyways... similarly for certain 0.0 areas). As for the risks involved in being in low/no sec space, the residents of those areas are at risk from being shot too... its not like there are no enemies/pirates in your home territory.
What the OP has suggested is a great way of ballancing the benefits of being in a NPC corp without having to kick the people who wants to stay. Sig pic too old... and lost the template during reformatting (doh!)
Goal: To blaster-fit every Caldari ship that has a turret slot.

Your suggested progression is a tad Draconian and indeed would be "forcing" players out of the NPC corps which is not the intention here. Gentle persuasion, not a hobnailed boot to the nadgers is the order of the day here 
At least we both agree that an NPC corp tax is a good idea for EVE. It¦s just the actual mechanics we disagree on.

I would propose the opposite since it seems YOU all want people to pvp with that player corperations get heavy taxes if they are not constantly at war with atleast 3 corps/allainces at any give time, and if you have not lost/killed xxxx number of ships per week you also get taxed.... There are pelnty of people to pvp with in eve you don;t need empire carebears if you want to pvp.

NPC corp should have the following nerfs:
25% Tax (yes, if you want to be in a safe environment - it'll cost you!). Unable to anchor anything at all. Unable to use jumpclones at all.

the main focal im looking at is anti macroing.
Ok hows this with kali a 50% tax after 3 months for a base non combatant NPC corp (rememebring with factional warfare u can stay NPC and fight in groups in NPC corps against other NPC corps)
the NPC factional warfare corps where u can be hit anywhere anytime by u guessed it those enemies the devs decide to have war dec youre corp (dev inspired NPC v NPC corp wars) will attract a 0% tax
This would force mission runners into 1 man player corps (why not anyway) or into a base non combatant corp but with a tax - at the same time those that want PVP or 0% tax but with some risk can to stay NPC corp
anyway its a discussion after all - the alternate view is no taxes and continued safe haven

If you have spent time in a corporation that has a policy in place like the one you mention, then you have my deepest sympathy.
I¦m losing count of how many times i¦ve said this, but what the hell, here it is just for you.
Taxing NPC corporations does not force the NPC corp players to engage in PvP. It does not force them to leave the relative safety of the corporation. It does not force them to change thier gameplay style. It won¦t lead to the moral corruption of the young or undermine the social fabric of thier country of origin. It has zero links to any terrorist organisation and is not in the process of enriching uranium to rain fire down upon the unbeliever. So less testosterone and more neuron when posting please.
It does however give them an incentive to think about considering the possibility of perhaps just maybe leaving the NPC corporation and joining a player run one. |

Very good idea I think. So resuming the devs can change the mechanics of corps and make normal corps and alliances that dont make more then 2 kills per member per week have an incrise of 5% tax that stacks each week. On the NCP corps we would have a 15% tax too. This way everyone would be happy I think!

I¦m not up enough on the mechanics of kali, but if factional warfare is going to be as you suggest, then a case for higher npc corp tax could be made on the grounds that the various factions are leveraging a "war tax" to ensure thier survival.

Don't forget that there are lots of reasons for people staying in NPC corps.
For instance, I have in the past had very heavy demands on my time from both work and family. When my time was really short I didn't feel it was fair of me to be in a player corp that I could give very little back to since I just didn't have the time. Therefore I stayed in an NPC corp for some time.
I wasn't in the NPC corp to avoid wardecs, but because I didn't feel it was fair on any player corps to have a mostly inactive member.
I would however support the idea of a tax for extended stays in NPC corps but because there are many valid reasons for people staying in NPC corps I think it should be no higher than 10%.

Again, and again and again. But do you want so much to declare war to the newbye? Want easy killmail and a 1 millon a week hunting permit in high security space? Dweclare war is against a corporation to get something from the corporation (a system, a POS, stop harassing my corpmates, disband, everything), not AGAINST A PLAYER. Maybe it can be implemented a system to declare vengenage against a single player, but it need different rules and can't be a war and can't be declared by a corporation. In low sec and 0.0 you can do what you want, in high sec you follow CONCORD rules or suffer.

Most Corps gather tax from thier pilots, why shouldn¦t npc corps?
Again, and again and again. But do you want so much to declare war to the newbye? Want easy killmail and a 1 millon a week hunting permit in high security space? Dweclare war is against a corporation to get something from the corporation (a system, a POS, stop harassing my corpmates, disband, everything), not AGAINST A PLAYER. Maybe it can be implemented a system to declare vengenage against a single player, but it need different rules and can't be a war and can't be declared by a corporation. In low sec and 0.0 you can do what you want, in high sec you follow CONCORD rules or suffer.

Sorry but you are blind or an hypocrite. All this thread is about: 1) NPC corporations can't war declared; 2) member of NPC corps must leave then as soon as possible.
That is the only positive aspect of the NPC corps and it highly debatable that is an owerhelming advantage as you feel. Apparently most of the writers want one of two things: a) the ability to wardec the NPC corp to kill a specific player (something you can't do even with a PC corporation as he can always leave the corporation and be protected); b) the ability to wardec the NPC corp so they can have a big pool of targets in high security.
For the taxation thing: the NPC corporations are forced on the player. You can choose the one you start with, then if you change you get a random one from youe empire. Untill we get the option to be unaffiliated (without a corporation, NPC or PC), I don't see why a the character should pay for a corporation that will not give services or privileges. If the NPC corporation start to give free ammo, loans to members, and so on I willchange my opinion.
The only interesting suggestion I have seen is the one about getting the NPC corporation involved in the faction war. In this case the fact that a Gallente NPC corp is at war with the Caldari Empire and vice versa, means that the player uninterested in the war need only to avoid the border systems between the two nations, and the enemy nation, a choice he can easily do.

But they do offer an important privilege.
NPC corp members are immune to the normal consequences of their acts of piracy, fraud, economic pvp by being immune to competitive warfare.
That is a game unbalancing privilege.
