The Vorta from Deep Space 9. They were genetically engineered and cloned. They were quite intelligent and devious.
Weyoun IV's first meeting with Cisco is one of my favorite Star Trek scenes..
Edit: Why do I think they're the best? I really don't know! I just like them!

Actually I rather liked the Predator and how he was in the original film. There was no explanation really for why he was on the planet or what drove his bloodthirst.. he was just interested in hunting, even if it meant lighting the fuse on his little wrist nuke to blow himself away..

I will also mention that if you look at the casualties of a single Xenomorph vs a Predator, the Predator was able to eliminate higher skilled targets (and more of them).
I have never seen Predator 2.. will watch it!
