I ment to post this aboutr 12 hours ago, well I'll post it now. Props to the above posters who said more or less the same thing.
1. Anti-piracy is not piracy on a limited scope. The reason for this is that Anti-pie will not pay your bills. At least with the current bounty system. Because of this Anti-pie seldom if ever ransom, our goal is to make Mr. Pie man pop. I do engage Pies who are stronger, if I think I can win or I am really bored. Usually I let them come to me and then it's catch as catch can.
2. I hold no illusions about making a Pie give up his ways. But I can encourage him to pratice them somewhere else. However you stated you are not talking about the folks preforming system defense. So that extra aplies to me. I roam low sec looking for Pirate fights. I'm not bringing vengeance, or my higher morals, I just want a fight.
Why would I do that? Simple, it's fun. My sec status is currently -1.2 and one of you slapped a 5k bounty on me  does that make me a Pirate? Well it has gotten me shot at, but it says --Anti-Pie-- in my Bio and that means most people wait to see if I'll attack. I don't. That's the main difference. Free roaming Anti-pie are looking for a fight. They have chosen targets who are ready for PVP. Since Pies tend to be the most experienced small unit and 1v1 pvpers attacking them can be seen as a quest for the most dangerous game. When you win, awesome, when you lose but it's close, well that was fun too, get wasted w/o putting up much fight, time to take the ship back to the drawing board.
Unlike many, I love putting new ships together, tweaking the preformance a little and seeing if the new config is nastier than the last. I have no personal malice for pirates and you won't catch me smacking in local. I respect honor wherever I find it and usually get 1v1, though not often arranged, usually I find one and I typically run solo.
Finding targets? Well if the pie was blatant enough to put, "Yaaaaar" or "Gimmie your stuff" in their bio, or they are in a known pie corp, or blinkie I'll happily shoot first, hence low sec status atm. Otherwise I troll the belts popping the rats. It makes me nice and easy for mr. Pie to find, makes me the ISK I need to keep playing and passes the time when all the Pies are sleepy.
