Get a Loki with V Propulsion Subsystem Skill and it easily gets to 40km range with overheat, 60km with OGB. http://games.chruker.dk/eve_online/item.php?type_id=14264 has even 15km, but is also quite expensive, but you should be able to break 60km range with it. So yeah, you can definitely be outside of a bombs explosion radius while webbing it, especially when using ships with bonuses to webs.

Perhaps we have different definition of "normal" :)

Yeah, killmails don't get generated by deaths where you're the only one involved in it. His generated one because of the rats shooting at the bomber, so the NPC technically got the "killing blow". This is why covops ships can get killing blows on WH ratters - you can just warp scramble them if their tank isn't holding well and when they pop you get the mail.
