This isn't necessarily correct.
1) BPO is to be kept in the NPC station, in the corporate hangar 2) Researcher will need the following roles:
* Rent Research Slot * NPC Station blueprint corp hangar VIEW access * Factory Manager (cant remember if this is required) * OTHER hangar view and take access (crucial)
By OTHER, this is allowing your corp members to access the Mobile Laboratory hangars (where nothing will be, except for any copies you make). This is crucial for remote researching for some reason, and I would hazard a guess to say this is definetly the problem.
You definetly DON'T need to give them the config starbase equipment role when remote researching from an NPC station. I should know, I have 50 employee's running remote research below me, both from within the POS corporation, as well as externally from a second corporation within the alliance.

All fueling is your responsibility. Only directors or those with the configure starbase role will be able to refuel the POS.

Thats actually not entirely true as I just found out today. They may not be able to deliver but they seem to be able to queue up jobs fine even after a prior job finishes without delivery. I then have my primary researcher who is a director do the deliver. That way no one has any access to take anything at all outside of the directors.
Hmm, I will have to check this out. When I get home from work I will get the actual role listings from inside eve to list here
