I would think it is allowed so long as it doesn't cross the line into RL racism.
If you wish to avoid racism, come to the Federation and the Gallente chat channel. We welcome everyone. From Amarr who claim that they will someday convert us all to Caldari who tells us they're just there to learn about their enemies.

I've been making comments about filthy work-shy Minmatar layabouts for three years, and not had any complaints.
Except maybe from those Minnies able to understand the big words I use.

All the more reason to turn on the Amarr. They represent 40% of the population of the major empires. That is a lot of targets. And a lot of resources.
And, to be honest, we can put those resources to use far more efficiently than the Amarr can. Look at how much capital is wasted on their stupid and pointless religion.
And they are not exactly known for their brilliant tactical decisions. Witness their ridiculous attempt to subjugate the Jovians. They are obviously unworthy to hold as many systems as they do.
The Gallente meanwhile certainly would not stand in our way, as they hate the Amarr more than anyone except the Minmatar. If we had Ammar's resources we would be in a far better position to demand that the Gallente relinquish our homeworld. The Gallente themselves would help to strengthen our own potion against them. It is a win/win situation for us.

Best thing with AURORA is that you get to smack talk all races through RP. Not too fun doing it as a minmatar though cuz the thick-headed amarrians just don't listen to reason as they are too dumb to think beyond their lasers - good thing they have the minmatar slaves to help them with that.
Not to mention the fluffy drug-addicted gallenteans who thinks the outside image is everything and let their drones work for them because when they try using guns all they do is miss..
Amarrians might be needing slaves, but it really doesn't do much good to have slaves who doesn't understand what you say with the big words. Hence I'm glad that slave hounds were introduced, that way the minmatars will have something close by that speak their language.
Caldari pilots.. well.. hot females.. can fight well.. pwns the **** out of the jealous Gallenteans who can't stand that someone actually didn't like their way of free thinking.. Eerrrr.. hmm.. well.. caldari rules.. narf
...oh and to answer the question I think you have it many times over. YES the ingame racism is a big part of EVE but it has to be kept outside the harassment ring but if kept inside the correct limitations it is OK..

Bah, it's not racism.... it's simply that the non-Caldari population doesn't like to admit to their own inferiority. Unlike the other races, we Caldari believe in allowing EVERY person to be useful to our state.
Our Gallente neighbors play an important role in our economic growth, and in turn we provide them with the drugs that they so desperately need, on a daily basis.
We provide those Minmatar that have recently become homeless, a place to serve and be useful to the entire galaxy! Minmatar boys will find welcoming arms waiting for them in the lands of our good friends, the Amarr. Minmatar girls can always find work on the clean and prosperous streets of our cities.
Our own people are kept busy providing much needed military support to the countless underdogs of the galaxy. Our scientists are constantly striving to exceed the efforts of other races, and are second only to the mighty Jovians.

I wouldn't send a single Caldari to fall against an Amarr. The Amarr arn't worth it. I'd rather much prefer to take Gallente space and resources, or should I say, rightfully Caldari space and resources.
Compared side by side, i would much rather prefer the Gallente broads over the Ammarian ones

You Caldari may be the masters of science, but you have no will, you have no will to do what is necessary to achieve your goals. You may have more technology but in the end is every caldari prepared to lay down their lives for a cause? without a profit being made?
As for the Gallente with their self centered attitude and complete lack of morals..you shall burn at the end of the amarr laser's sent from on high as if to mimic the fires of hell where you will surely end.
And as for the Minmatar. Our order has recognised your freedom. you may be inferior, but go with God, for you will surely need him at the time of reckoning.

In game racism is. However, be careful it doesn't cross the line into 'abuse' that could be taken out of character. (The line is sometimes fine, and not everyone understands the distinction between IC and OC)

Racism is largely irrelevant. I mean, everyone knows Deteis are the master race, so what's the point debating the subject?
Amarrians are just crazy godbotherers, Minmatar are still way too hung up on their submissive kinks, and Gallente are prissy prima-donnas, who don't like to get their face smudged.

It isnt racism if the Amarrians are the bettors and everyone else falls short in the eyes of God!
(Yes I'm an Amarrian roleplayer check my ingame bio. Yes I do discriminate ingame against the lessor races but as Al here can attest its all in fun. I'm very likely to help a new Minmatar player as much as an Amarrian so noobs get a pass usually.)

Its not really racism just RP and a big reason alot of us play the game. As a new player it might be helpful to read the Eve backstory about each race (buttons on the left on the website). Read the Chronicles and learn about the history of Eve (Prime Fiction) and why certain factions act like they do.

I am going to personally reclaim the systems seized by the Amarr as its time someone showed them the faults of a theological state. The matari may fly junk piles but we can make more junk piles from any casualties of war and we dont have to spend out time polishing them or finiding flashy lights for them.
The order of destruction as follows,
Amarr
Galente
Caldari
Amarr first, its personal
Galente second they are weak frenchie freedom fighters who dont help at all.
Finally the Caldari will fall as they will out last the supior Galente technology just through sheer weight of numbers.
Minmatar will triumph

A racist is someone who claims that between two homo sapiens are differences in worth and dignity because of their birth, their physiognomic differences, their home, their social environment, the colour of their skin...
It isn't racism if someone says I hate you because you are a representative of this or that ideology. It is racism if someone says you are a worthless person because your skin's colour is dark.
The situation does matter! If someone cries racist statements in local against another player because he was killed in a PVP combat or by pirates or something like that it should be the number one ban reason. It's a bad thing if everything is allowed if you only claim: "I was only roleplaying, everything is fine!"
Since there is no certain way to recognize in every situation if someone is roleplaying or talking as a real person (I am pretty sure that 90% or more of the EVE players are almost never roleplayers) racism as a role should be completely forbidden.
But it is CCP's job to define the rules. For me it would be no loss for the game if the EULA would contain a statement like: "EVE is a roleplaying game but playing the role of a racist is stricly prohibited and leads to an immediate ban from the game".
