In the overview, my gang and drone sections combine themselves into one window. The only one that responds to clicks is the Drone window. How do I unbreak the gang window?

You can't separate the windows.
Are you sure it's not just a matter of clicking the expand arrow to see them (It's like a >> arrow pointing downwards)?

I might of had something similar happen to me. I was undocking and clicking and somehow moved the gang section all the way up under the overview window. Because it was under the overview I could not click on it regardless how I stretched, moved, expanded and colapsed the overview.
Restarting EVE failed,
Deleting the cache failed.
I ended up reinstalling the client to clear it up.
Might be what you will have to unless there is an ini file you can edit and someone can point to the corect one and what line.

I don't want to separate the windows. This is what happens.
Traditionally you have, below the objects in space, you have bars like this:
----------------------------------------
>Gang >>>
----------------------------------------
And
----------------------------------------
>Drones >>>
----------------------------------------
My problem is when I join a gang, both of thos bars are on top of each other. How do I fix this?

Uninstall and reinstall Eve on your computer. Also take a screen shot so people can see was your are talking about exactly.
