Of all the suggestions I have seen to date in regards to low security space this is one that seems the best thought out. The proposal is an interesting way to channel the urgings of those PvP oriented people and organizations into at least part of a symbiotic relationship with those more industrial oriented people.
Saying that I believe it would be appropriate to discuss what, if anything, you would do to improve the incentive for an industrialist to take advantage of the situation that would result from your proposal. As it stands the security of low-sec systems is only a portion of the root cause for the current state of low-sec. The other portion of that is a question of profit making potential. It has been said several times in this thread that there is a distinct lack of profit from low security mining. Jaspet, the predominant low security ore, is simply lacking in its profitability. Other more profitable ores such as Kernite and Omber could be the focus of a low-sec miner's time, but then one must consider that these ores can be gathered in high security systems. In addition said miner would not have to be concerned with tax on his/her activities, potential hostiles in a system, and NPC's become a none issue as well even for a barge.
I suppose the point I am trying to make is that your proposal addresses only a portion of problem with the current state of affairs. It is well thought out and few direct problems seem to be present in the general concept. However, in order for the proposal to carry weight it would need a supporting cast of other changes. A slight improvement in safety while in system is most likely not going to be strong enough of a draw. The added safety of an occupied low sec system combined with rewards that differ by more than 10% from high security systems might be better. Better facilities, safer routes to and from low security, or something unique about low security areas to differentiate it from 0.0 could also help.
