I actually think this is a pretty good idea and of course, no idea will satisfy anyone.
It is kind of funny to see people who want EVE to be as brutal as possible, if that's the case why not implement perma-death for your character, there is no clone, if you got podded, your character is deleted. If you want to torture yourself in EVE, trust me there are a lot of ways to do it. The fact of matter is pvpers are bored as hell, they either passes through masses of empty space or just sit at low sec gate waiting to pop shuttles and haulers. I know a lot of people who pvp without a good reason, but simply because everything else bores them to tears. What can you expect, mining is boring, mission is boring, research is boring, only pvp is interesting, but most of the time pvp doesn't make you money so in the end you still need what u call carebears to get the economy going. Right now, if you are camping the gate with 10 people, I really don't see a lot of risk associate with it. Ganking!=Hardcore, must less skilled players.
Back to topic with this system, I think it is a good system. I always thought EVE's soverignty doesn't mean much and this idea should change that. It is not perfect, the details need to be worked out, but the general principle seems to be okay. I don't know any nation in history that is made of only military, which seems to be where EVE is at with the alliance. I think this will open up a whole new page in EVE's history. You never know, those people that you see carebearing every day might eventually grow an attachement to the alliance that protects them in the area and they might just grab their two-bit combat ships and join the fight, giving a new meaning to the idea of defending your homeland. Of course, like I said before, in order to implement this to detail, even more thought needs to be put in. Alliance is not only made of CEO's but also many regular members in the corp. I see in many wars that a lot of regular members could really careless about how the alliance is doing. Even during wartime, they continue to go on with their daily ratting and mining and simply ignores the frontline. So for this system to work, alliance needs to have a way to link the benefit of soverigty control directly with each of its member. Sure the corp/alliance wallet is growing big but its member's wallet stays the same, then why would they care about helping an alliance to protect the residents who pay taxes? So basically there needs to be a transfer of incentive from the alliances to its individual members. Of course, you can implemented that manually, but I think some kind of in-game tool would be nice to make this process easy and quick. Perhaps there can be other benefits to each member other than just isk.
