The problem with this (and the concept in your entire post) is that once a capital/super is in trouble of losing its home port, it'll logoffski and stay that way until said home port becomes available again.
Tying it that heavily to structures disincentivizes their use. We want people to use their capitals and supers... so we can extract KMs out of them. |

What out-of-combat role does a cruiser have?
Outside of shooting players, and shooting little red crosses, cruisers have none. I doubt it's possible for Supers to have them. |

The issue is to give supers/titans (and even dreads/carriers) reasons to be used. If that reason is "Once or twice a year you might be able to deploy your super and use a really cool wormhole effect in actual battle" players won't bother given the risk/investment and overall downsides to owning them like being a pain in the ass to move around and dedicating a toon to sit in them.
Cool wormhole effects are nice, but that wouldn't make supers see the battlefield anymore than titans see the battlefield with their super studly gang bonuses they have now. So it becomes about the entire package of the ship. If we drop the idea that these are speciality objects, then the sooner they can be balanced around such a point where many people have them and they'll see regular use (and destruction).

Here's my brainfart on capitals. It takes inspiration from several posts in this thread and elsewhere.
Fights/Bombers:
- Restore scan resolution.
- Add a Fighter Catapult highslot module that you load up with fighters or bombers and spit them out like a missile launcher.
- No launcher? No drones bigger than a Gecko.
Carriers:
- Remove the +1 drone per level bonus and buff the Drone Control Unit to +2 drones per module.
- Now there's a more consequential choice between fitting reps and fitting for DPS.
Dreads:
- Just give them something meaningful to shoot at in FozzieSov.
Supers:
- We want them on grid in some form of boosty role, but not in a blob, and not in a way that invalidates Command Ships.
- Give them a module that casts a grid-wide single-damage-type damage bonus.
- The meta becomes a spying game, scouting your opposing fleets, and stacking resists accordingly.
- More capital ewar. AOE damps, painters, and TD. Defensive webbing is probably OP.
- Make them all scriptable like Hictor bubbles so they work against siege/triage/supers.

This goes directly against the sandbox, but what if Supers and Titans needed a component that was dropped by, for example, Drifters? The drop rate could be directly controlled by CCP, which puts an upper cap on how many ships can exist at any one time. |

Anchoring ships is a pointless endeavour because there's little, if not nothing, you will want to stay around for an hour in preparation for in FozzieSov.
The days of sitting down and defending a patch of ground are over. When someone anchors, the best option for the opponents is to go elsewhere and fight there instead. |

The above would provide some real benefits for both attackers and defenders bringing supers to an entosis fight, and putting them at risk. They would allow the attacker to have greater tactical agility, and be of particular usefulness when attacking a highly bonused or "capital" system. They would likewise allow a defender to have greater tactical agility when facing a larger sub-cap force. Way too much tactical agility for everyone.
