for fleet combat, PVP, or ratting. Which ship best fills these roles? I'm still faily newbish, but its fun to have a long term goal...

af's are better for pve inty's are better for pvp generally
af's are slower and heavier inty's are more adaptable and cheaper. ____________________________________________

I disagree with that. Interceptors aren't very adaptable to be honest, you have to be extremely careful with them if you want to go up against anything that's smart enough to fit a webber, and missiles are a pain against them. They can rat BS rats fine though, but not fast.
AF's for some races are good for PVP and for some aren't - Amarr ones are crap, but Gallente ones are really good when flown right.
EDIT: I was speaking of solo fighting by the way, don't know about group or fleet combat. - - - - - Yarr? |

AFs (the Ishkur, in particular) are handy for solo PvP, but they're a bit overpriced for what they can do. They can take down Cruisers, 1v1, with some ease, and even BC's if you're really lucky. They can harass BS's, due to the bad weapon tracking, but their DPS doesb't tend to be enough to kill them before they kill you.
In fleet PvP, seeing as they can't exploit their good tank, you're probably better off flying a T1 cruiser: about the same DPS, but alot cheaper.

In fleet battles you want to be in a inty... the AF will be a sitting target, to weak to face the cruisers/Hacs attacks or even inty attacks, and to slow to escape a sniping bs/Hacs ...

It all comes down to what u gonna do with them .
PVE is deffo afs , dotn htink u can do any decent pve with an inty imo.
PVP u can use both and not only in solo , in fleets inties are needed and also afs can be used if ur smart abotu ur fitting , for exampel rails on an inshkur and an mwd ur as good as support hacs and can snipe out incomign support. Solo pvp AFs are more rlaible but wont hve the ability to escape camps liek inties , Roaming gank squads both are of use sicne inties get fast lock and tackel while afs can coem in to finish of whats left . In PVP you'll be generally more versatile using an interceptor: for scouting, support in fleet battles that should be your best choice. AF can be a decent short term goal as its prerequisites are something you should reach more or less naturally , still I find AF to be very specialized ships, they really shine in few situations, but most of the time a T1 cruiser can do the same job for half the price.
In PVE, AF can be funny if you want some kind of a challenge but you'll find you lack DPS against larger targets, unless you really dig breaking BS's tanks in 15 minutes.
Keep in mind you'll need more skills than just the prerequisites to fly both efficiently, t II guns, decent nav skills, a good bit of advanced weapon upgrades, gunnery support skills etc ...
