I'm a bit of a perfectionist, and really like to try out every option. That means it takes 10 hours to delete this character for a new alt. Even if it's been 2+ years since the last time i created a new char.
How about removing the dull timeout for newly created chars (in case you regret something and want to start over) -- and letting it 'age' for older chars/accounts?

Oh and for the 10 hours wait has some good reasoning behind it, think more to exploits. And you got 3 slots to try out

If anything, make it dependant on sec status and m^3 of ore stolen since char creation.

I do be believing that A) its the time it takes for it to happen server-side, and B) its a safety feature; if you accidentally "terminate", you've got 10 hours to notice it and undo before your shiny 3 year old character is put in the blender.
'Tis not long to wait, so be patient

When your darling 3 year old child clicks the 'terminate' button on your main character, its nice to know you can save it the next morning

Termination delay is implemented to inflate the price of damage controls.

If you pick "custom" during creation, all you have to do is NOT get to step 10. Should allow you to go back and forth through the process and check out every possible race/school/skills combo there is, not to mention unlimited play with the portrait generator.

Who would want to save a todler? Put the 3 year old child into the biomass recycler; A 3 year old char is worth more than a diaper-sh*tting baby.

ive allways seen it as something to save GM time from the Oh no i was plastered last night and hit delete.

another (slightl;y outdated now) reason is the rewards given out by the new player stuff (all of the older CAS cadets know Bram, for example). those missions could be turned into a million or so in a fairly short time if done with practice. the delay prevents a money grind through character creation being profitable for time invested.
