Starting factions for new players:
Minmatar: Minmatar. 1.0 Gallente. 0.5 Caldari. -0.5 Amarr. -1.0
Gallente: Minmatar. 0.5 Gallente. 1.0 Caldari. -0.5 Amarr. -1.0
Caldari: Minmatar -0.5 Gallente -1.0 Caldari 1.0 Amarr 0.5
Amarr Minmatar -1.0 Gallente -0.5 Caldari 0.5 Amarr 1.0
These starting factions would be indictive of the political feelings of the universe.
Market:
To buy any non-military item in any empire space would require at least a neutral, or 0.0, standing for the empire you buy it at.
To buy any weapons, ships or blueprints would require a faction of at least a 2.0 for the empire you wished to buy it in. This would represent the fact that you are looked at in a favorable light by that empire. For the purchase of more powerfull ships and BP's, a higher faction should be needed. Cruisers might need a 3.0 and battleships a 4.0.
Corporation when created should be assigned a empire rating equal to the CEO. The faction would then always maintain an average of all employees. If the corporation then sells an item to someone that could not buy it normally, they would then take a security hit. The hit would be based upon the severity of the infraction. If the corporation ever reaches a negative rating, an empire would suspend that corporations ability to sell and ask them to leave their space.
This would promote buying of your own empires items and slow down the case of everyone using everyone elses ships. Ne wpeople could immediately, unless involved in an incident, be able to upgrade to a frigate within their empire. With that frigate, they could work on NPC pirates and agent missions to raise the faction for cruisers and above.
Sorry for the ramblings, but this has been bothering me for a while, as empire faction seems to be unimportant. Of course hindsight is a wonderful thing, but why create a system of empire factions and not use them.

However the factions for each empire would restrict the ability to not only be able to purchase certain ships, but the skill packs to allow it, using the current system. The means to buy BP's and produce them is also a factor.
