Destroy any ship in play (docked or undocked) and skip your next turn.
Does that include ships that are being assembled or are they not considered docked?

From the rulenbook page 32:
Quote: Play > When you pay the price of a card or an ability, it has been æplayedÆ. Pending abilities and cards that come into play in any other way are not considered to be æplayedÆ.
so IMHO you can destroy a ship because its price has been payed. As docking normally prevents damaging a ship from outside, the "(docked or undocked)" imho simply emplys that docking doesn¦t save it.

Matt's right... referring to earlier posts about when a card's "type" (e.g. News, Ships) becomes applicable, as soon as the target card leaves your hand and you pay the associated costs it becomes a ship and as such is vulnerable to gankage from the Cult of Tetrimon

If the ship isn't in your deck, scrapheap, or hand, it's in play.

Meh, forgot about that card, if I could remember the wording I'd tell you, but probably doesn't remove it if worded right.

It exists somewhere between your hand and in play. This keeps Salt Mill's owner from destroying the card they placed under it, in order to remove the restriction. Since Cult of Tetrimon does not use the term "target" (and obviously can destroy a docked ship, which could not be targeted anyway), I would suppose it could also destroy a ship like Thorax or Megathron. Both these ships state that they "cannot be targeted by news", but if the fact that the wording of Cult of Tetrimon does not include targeting means it does not target at all, it could destroy those two ships, couldn't it? Well, that's the question: Am I right? Please, answer fast, this Gallente player and me had a really bad argument regarding mine and his interpretation of targeting and such. ^^'

Your interpretation is correct. Because Cult of Tetrimon doesn't specifically "target" the ship, it can even destroy ships that cannot be targeted by news.
