Prior to the release of the new SKIN's project, I believe a discussion is needed regarding the trading of characters on the character bazaar and their SKIN licenses. The only reason I bring this up is that the new SKIN program will turn into one of CCP's new forms of monetary transactions. We cannot trade characters and assess a value for them regarding the ISk on them (except negative wallet isk) or the ships they have, (see https://forums.eveonline.com/default.aspx?g=posts&t=6369&find=unread ).
Instead of imposing my own opinion (which I do not have at the moment), i will simply ask the question
Should trading a character on the character bazaar include the SKIN's purchased by the character?
Will or should SKIN's be a factor in the purchase? How would they me monitored?
Thoughts?
Yaay!!!!

Of course not.
Read the sticky at the top of the CB. It would not be allowed under the current rules and I don't see those rules changing any time soon.

Sorry, I didn't realize that. I haven't been paying much attention to the mechanic except in skimming the blog.
I'll need to take back what I said then until I go over this stuff in more detail. This may actually end up being an interesting thread.

The logical answer - Yes.
They're permanent, just like SP.

Interesting question!
I have taken the liberty of relaying it to CCP and have asked what their official stance on the matter is.
Depending on the answer, I will write a proposal for a rule change in the Character Bazaar, to avoid confusion and different rule interpretations when the new SKINs system is implemented.

As far as we know right now, skins are character-bound, not account-bound, so it would make sense that they be considered as part of the character being sold. Like plugged-in implants, agent standings, etc.
On the other hand, if CCP allows SKINs to be transferred via painted ships (like the Quafe skin - if you have the ship you get the skin), then technically you can keep all your skins with an alt on the account by just contracting some painted ships to the alt, and CCP may decide that skins aren't part of the character itself, since it's easy to transfer them.
Guess we'll wait and see what their decision is. |

Guess we'll wait and see what their decision is. They will probably convert all the "painted ships" to a normal ship + skin |

You are buying the character. No more, no less. you are not entitled to their ISK, their job, their wife or their mortgage payment. WTF would you expect this? |

Yeah. Except for any remaps, resculpts, implants and any other bound items I missed.
So if these skins are character bound then it's quite possible that they will be included as well. Though I hope CCP comes up with a solution that makes them unbind on character transfer.
Else the Character Bazaar is going to get a lot more confusing.

I so love living in a culture which main function in existence is shopping (while claiming existence serves no purpose so let's all just consume!) It makes for such interesting conversation.

Guess we'll wait and see what their decision is. As far as I understood; the 'if you have it, you get it as SKIN' rule is only going to apply when they launch the system.
Anything else would be silly really. One guy could supply all of EVE with permanent skins via contracts
*EDIT*
As for them being included in character transfers, they have to be. They are tied to your character.
Just like implants and standings, it carries over with your character - the only reason why assets aren't allowed as part of character sales, is because they aren't tied to your character, and thus, don't automatically transfer with the character system. It would be a support nightmare for CCP having to manually follow up on all trades to see if the assets were truly transfered as well. |

If I buy a character.. I prefer you do not lobotomize his implants, erase skills, peel off skin, or strip naked. If you do.. maybe you remove name too.

SKINs will move with a character, as such we'll allow the selling of characters with SKINS, and people can factor them into the sale value of the character.
That said, any scamming or misleading information in relation to SKIN ownership on a character will be treat the same as an attempt at a character sale scam.
There'll be an update to the rules before the release of SKINs to take this into account

Very good. Thank you for the response.
Hopefully the names/types of skins on the character will show up in the API info for reference and easy checking.

There'll be an update to the rules before the release of SKINs to take this into account Falcon, now I know there isnt any chance of you actually reading this, but has CCP thought about moving character sales from the forum to a webpage so that someone looking to buy a character can browse all the contents of the character, and make an offer (which would message the owner immediately on every character of their account or other accounts specified) that someone had made an offer and what it was?
just seems like it would clean things up, and allow people to search through several "pages" of characters without having to check the thread of each one, as you could put in character parameters to display only characters youd be interested in buying.
It would also make character sale scams nearly impossible to misrepresent as everything it itemized and listed and presented to the buyer by a CCP program, rather than stated in the thread OP by seller |
