I love this game, and i love all aspects of gameplay in it except for agent missions which have no attraction to me in a mmorpg.
That said, I think as many have pointed out there are serious misconceptions the devs have about the cause/effect of certain aspects of this game.
As is obvious to many, eliminating bs mining in empire space, or removing the profitablility of low end ores from empire space will not improve availability of meg, zyd.
I would go so far as to say even if ALL mining in empire space with any type of ship was eliminated tomorrow, that still would not increase meg and zyd production.
1) if finding acceptable amounts of bist in some regions are going to take over 30 jumps, that means a single round trip will take about an hour. it is difficult enough to find a player to be an indy pilot and do nothing but fly fly fly for an hour because it is so boring. thinking that miners will suddenly start devoting their time flying extraordinary distances if you stop them from mining anywhere else is misguided. miners will find other ways to play eve or quit. SOLUTION: introduce player owned refineries early to cut down travel distance OR at least 'improve' the respawn rates for bist in systems closer to stations.
2) pirates are successful enough with JIP camping that many miners are terrified to travel into 0.0, or find the risk of losing their haul not worth the effort to mine in 0.0 at all. this fear may be completely unfounded as the pirates claim 'some % of their victims get away'. but regardless of how true the dangers are, pirates are successful ENOUGH to make many people not want to leave empire space for any reason.
SOLUTION: fix JIP's in whatever way you need to so people can fight back fairly. at least make it 'SEEM' like you can fight back fairly to help people stop being so paranoid;)
the roid respawn problem has been around for a couple months now, it has been verified by at least one dev in these forums as as a code problem. i am amazed that it is not considered the primary reason for high level mineral shortages.
answer this question then:
since the beginning of the game, players have always been able to sell low level minerals to npc's and make money. the prices and amount of money you can make with npc sales have not changed one isk since game release. the high level mineral shortage only started when the respawn bug started.
how then does one equate the recent high lev min shortage to profitability of npc ore sales?
seeing choke points on the map with sometimes over 70 ship-kills in them is also no great encouragement to travel into 0.0.
pirates aren't stupid enough to stick around when the odds are against them, and miners aren't that stupid either... well, minus 70 dead miners
