It just means that the setup was made taking into account the changes that came through with RMR [Red Moon Rising]

Usually old threads started shortly after deployment of RMR. Some changes, most notably the new stacking formula, dramatically changed some setups. To distinguish from the old setup threads ppl started adding the RMR tag infront of new setup threads.

Look at the patch notes for RMR and you will see what was changed, then you can work out if the RMR ticker is applicable to the ship's you're looking at and if you can go further back if nothing was changed.
Also worth noting alot of setup pages might have setups intended for different actions than yours and different skills than yours. Most of the time you'll be working out your own setup and just using the thread for ideas.

It's always annoyed me that people felt the need to specify RMR. It's not like we have a choice of which version to play.

Well it was better than ppl digging up old invalid threads all the time, if you ask me. You can also see the changes on the RMR feature page and the patch notes are here.

It was only sensible during a borderline time between major patches. There will probebly be Kali tickers "scratch that" there aready are a couple threads with Kali tickers to avoid confusion. Only reasonable.
