You forgot the Hidden Shield booster buff there Iudex. Rigs.
Shield rigs...
Shield rigs are actualy usefull compared to armor rigs[sig penalty versus velocity peanalty!]
Speed/manuverability rigs penalize armor tankers, but not shield tankers.
Missile Boosting rigs increase CPU instead of PG, which is typically more plentiful for PG starved Caldari ships.
Heavy Assault Missiles are introduced as well.

It happened already[or will happen soon, i dont know which], when Crystal Implants were first introduced they were introduced as + shield boost amount, and went up to something like +50%.
This make active shield tanks very strong. The armor strength bonus set was similar, except it was armor HP instead of armor rep amount.
Crystal was changed from being +boost amount to +shield HP. It makes some really really nasty tanks still, +50% HP[which increases HP gains from extenders as well i believe] isnt anything to scoff at.

At the higher skill levels, shield boosters are almost as efficient as armor reppers for hp/cap. Shields also get the added benefit of getting their passive regen rate on top of that, which doesnt just shut off when activly boosting.
So armor boosts are not equivelent to shield boosts even in the same amounts/percentages, as shield boosts increase regen time as well as total HP.

You're correct, no other race has two primary weapon systems. Except Gallente have drones and blasters. Oh, and Minmatar have projectiles and missiles and drones.
Err, actually, Amarr are the only ones that spec in one weapon system.
Actualy, we spec projectiles and lasers ;)
