Ultimatly every player will find the easiest way to do something given the time they can play and enjoy playing in the time that they have.
Miners wil relaise that empire space mining is very easy to do in small numbers and the time to setup and start is very small as well.
Pirates will find the easiest risk free way to trap other players and destroy them such as JIP camping.
Alliances will guard their space by gate camping and lagging incoming players, protect their profits by preventing anyone else from accessing the rare ores or the best pirate spawns.
The changes that are needed should not be focussed on one issue, but on the bigger picture. Ultimatly the changes that are needed will affect all of us, but should come with new benefits and disadvantages.
If you want to mine in faction owned space, much like the real world, you will have to pay the owner of that space to mine there (eg a mining licence for a constellation), in the case of pirate faction space, some sort of response by the faction to stealing ore in their space needs to be considered. Maybe even reduce the npc buy orders for common mins in the empire.
If you want to pirate, remove the ability to camp anywhere, allow pirates to use hit & run tactics in empire space or anywhere but that involves changes to PvP battle. The aim being to release the chokepoints so that mining parties/traders stand a chance of at least getting to the good belts.
Make it impossible to hit noobs or let other advanced players mine in 1.0, this space should be reserved for noobs and based on the age of the account (a sort of noob flag).
If alliances want to control regions and restrict access to their space, they must do so by paying a heavy price for it in some way, such as needing a 'licence' costing into the billions to have their ownership recognised by concord. As this is the price they should pay for stopping the rest of the eve community from going there.
Everyone needs to be, and should be affected by such sweeping changes and no one profession should have it too easy to make too much isk. If you want high rewards, you must have a risk, that cannot be worked around, as said at the start, ultimatly, everyone will find the easiest low risk way to make isk, doing what they want to do.
I have seen very good ideas from a lot of people on how to balance the professions, the goals or daily activities of all the myriad of different corps/alliances and the players themselves so that everyone has a fair chance of advancing in the game fairly.
I have no idea how I would balance all that, but CCP gets my respect for giving it a go, which will probably be one issue at a time ultil the game can be as balanced as it could be...
Hell I cant even juggle
