There is no 'or else' about it, imho. It makes zero sense to have introduced tech 2 expanders and sba's into the game in this way. So naturally why not go all the way and seed the market with their tech 1 version bpos as well. But then this is CCP we're talking about, so don't count on it.
What a hack job of an introduction of new technology. These are significant items and its just done with no warning at all. People wake up one morning, log on, and the arbitrary 'hand of god' has magically transformed their tech 1 bpo into a tech 2 bpo. Except for those silly enough to have had their bpo in a factory. God forbid they actually have it in production. Then, it isn't magically transformed. Are they therefore screwed? Or do they petition and simply wait for 2 months for the magic wand to wave?
Either way it is a joke. I never knew magic was part of Kali, or its precursor. For CCP's next trick, why not introduce space mages that can cast spells, evil spectres that can take over ships and magic beans that can destroy planets. Makes just as much sense.
Or better yet just send in the clowns. 
Why do we even bother with research agents anymore? Just shut them down and forget it. The research and development aspect of this game is a complete farce. And idiotic actions like this make this part of the game even more laughable. It is to R&D what PvP would be like if they changed PvP controls overnight to just put one fire button on each ship and whoever hits the button first blows up the other guy's ship.
Instead of agents, why not just have sensible ways to get advanced bpo's like scavenger hunts in 0.0 using Freighters. Makes just as much sense.
How do decisions like this get made anyways? Is it just left to some intern? The receptionist? The cat? Seriously. I am incredibly curious about the process, if it can even be called that.
This, and numerous other decisions of this kind over the last year, demonstrates such an utter lack of concern for players who are into production and R&D that it makes me question why I am playing this game.

Anyone care to wager on whether we will hear any explanation about this from CCP?
Did we hear an explanation about the trillions of ISK pilfered through the exploit of Angel complexes and what was done - if anything - to attempt to restore game balance?
Have we heard any explanation of why the release of Kali is such a big secret and they won't commit to a release date?
Have we ever had any specific explanation of future development and where the game is going other than a few obscure and generalized devblogs?
Are we ever treated by CCP in any way other than children who shouldn't worry their little heads about anything CCP may have done?
I myself have had an issue that is still awaiting resolution with CCP since JULY and I cannot even get an email returned.
Funny how consistently we see in the real world that success breeds a dismissive attitude that eventually leads to arrogance.
Clearly it is just beneath CCP to actually condescend to give us answers.

Yes no one ever said it was fair.
But one SHOULD be able to say that it is not intentionally UNFAIR - this is just that - intentionally unfair.
Its a screwjob of the highest order.
As for hearing anything from anyone in CCP, they are all too drunk to know or care what is going on today, or any day, for that matter.

There is a better way than quitting.
Boycott their idiotic collector cards. I can't imagine anyone buys them anyways, but it must cost something to make them and convince god knows who to buy them.
Its just such a shame that seemingly smart creative people would do something so obviously stupid like this.

i think what they are telling you, me, and everyone else who has invested time and effort into r&d is that we can stick our research points where the sun don't shine.
they'll just keep right on doing whatever they feel like.
remember, as they said in their presentation at fanfest, its all about the players.

Nonsense. They were awarded from missions not seeded with research agents.

Ridiculous. I really don't think you get the issue at all. Maybe you don't want to. Maybe your mind is clouded by the isk printing machine you have just been handed.
Its a giant difference. You and other EC II bpo owners did zero to get them. CCP waved a magic wand. The issue is between what CCP said is the process = lottery vs. what they did = arbitrary.
