I was looking into passive tanking for a frigate as that is all I can run as of yet. The specific ship I'm looking at is a rifter as I'm running Minmitar.
All my math (shown below) comes up with passive tanking wont get me anywhere as I'm interested in fitting an AB and warp disruptor.
Using no equpment
313 shield / 500 recharge time = 0.626 shield per second.
Active tank
Small shield booster - 10 shield, 10 cap per second.
Small armor repairer - 10 armor, 6 2/3 cap per second.
Passive tank
Shield Recharger - 10% recharge bonus - 313 shield / 450 second = 0.696 shield per second - 0.626 base recharge = 0.0696 recharge improvement.
Shield Power Relay - ( cap penalty not factored in ) 20% recharge bonus - 313 shield / 400 second = 0.783 shield per second - 0.626 base recharge = 0.157 recharge improvement.
Shield Flux Coil - Slightly better than Shield Recharger.
Small Shield Extender - 150 shield boost - 463 / 500 second = 0.926 shield per second - 0.626 base recharge = 0.3 recharge improvement.
Even if I fully fit the mid slots with passive equipment, I can't reach the power of a single active repairer/booster. Am I doing this wrong or is it simply impossible to run a reasonable passive tank in a small ship?

try it with a medium shield extender
with minmitar it is a lot easier to passive tank than other races as autocannons don't require much in the way of fittings, so youcan work with more and bigger shield extenders, also not needing cap for your guns shield power relays don't hurt so much.
Shield flux coils are worthless, and extenders > than recharges in most cases.

On small ships the best way to increase the shield recharge is to increase its HP. Since the recharge time stays the same, you charge more in the same amount of time.
Realy though, you should focus on resistance. Taking less damage overall is better than trying to recharge more than the damage your taking.

Hardening a rifter? I supposes maybe with an invuln field as this is for PvP so I can't scope out the damage my opponent will do but is this a real improvement over repairing the damage done?

It's very much 'horses for courses'. Personally I am a big fan of active tanking as it tends to need fewer slots - but passive tanks can be extremely effective on the right ship.

Using no equpment 313 shield / 500 recharge time = 0.626 shield per second. Its (313 shield / 500 = 0.626) * 2.5 = 1.565 at peak. See my sig for more details. As Aleis said try a medium extender.

u should read the ship set up for the rifter. look at the set up for lvl 2 mission. has a nice passive tank set up for 1 mil sp or less. ^_^

You might find This thread interesting, there's some talk of putting a Medium shield extender on a rifter in it.
Also, I would highly recommend you read the link in Pottsey's sig. Very useful info in that.
