It's one (understandable) thing not allowing us to simultaniously log into 2 or 3 characters on one account at the same time (even though we have 3 slots!), but please, PLEASE, give us a means to swap between said characters without having to shut down the client and restart it.
Just a little button that would switch you to another same account alt, without logging off on the main. Is that too much to ask? Probably.

I would say... remove all alt, let us have just one character!

We had this once before, led to alt abuse, instant log off, and several other non mentionable things....
Free-form Professions, ensure no limetations on professions. Be a trader, fighter, industialist, researcher, hunter pirate or mixture of them all.

Erm.. so your being able to use both chars at the same time which to quote you

I just like to be able to log out to character selection, instead of having to completly exit the game.

I think what Brutor Shaun means is that he would like to be able to switch characters with out having to restart EVE.
I beleive this was removed at one pointed because it cause to many problems.

dont like the idea atall UNLESS they implement at least a 3 min timer.

Sounds like a wonderful idea in theory.. until you realize that you could use this to mass advantage if it were "instant-switch".
Assuming it's like it is now (if you log on to an alt, your main warps off): The problem is obvious, your main would log off right away and leave the system.
Assuming it's not like it is now (your main stays right where he is getting pounded on by something): You now can have your tank and your uber-miner at the same time - or two ships to PVP with. Imagine the chaos of say 5 or six people getting their mains and alts to a gate. As soon as someone destroys/locks the other one, their alt comes in shooting. Tripling the number of combatants in a battle isn't a great idea when the servers are already choking during fleet combat. And yes, alt characters can be useful - for only the cost of a week or so of training, you can have a decent alt tackler.
