This is one of the best ideas I have heard in a long time..... it would force people to use Indi's for industrial purposes (damn what a thought)... and you would need to protect them in 0.0. instead of getting an Apoc and butchering roids in 1.0.
I think CCP put very little thought into ship desing.... the game is basically a 'byom for a BS' game.
I made a specific proposals on this in the Ideas forum.
And to one poster, yes, I believe Indys must be the king of utility ships, not cruisers.
An indy can allow up to five mining lasers, but each mining laser possibly added must require an industrial skill to be leveled up. Thus, for five mining lasers allowable on a Bestower you need Amarr Industrial 5. This is structured like the Drones skill.
In addition, the player must also train on the mining skill, where level of mining skill wold allow you one mining laser per level. Thus to use five mining lasers, you need to train up both industrial skill and mining skill to the max.
In addition, industrials will now get a low slot to drone space converter. One low slot drone module adds 200m3 of drone space. If you add four to a Bestower's four low slots, you can put 8 Harvesters, for example.
This enables some defense for the indy while mining.
The whole idea is to cut out high end overpowered strip mining but adjust the mining curve to the low end, where much more affordable indys can pack multiple mining lasers. This preserves the mineral economy, but allows newbies to gain up quickly. It also makes can theft, secure containers, and AFK mining superfluent, since you can just fill an indy directly,and filling one up will be faster, so players do not need to leave mining indys online for hours.
