Are they actually of any use? They seem expensive as hell. I'm mainly talking about the gallente ones here by the way, I'm a gal pilot. Thing is they just seem long range (so my blaster skills are pretty useless) electronic warfare boats with little punch and a lot of sensor dampeners, rather than ECM bonus.
Does anyone actually use these ships?

They are actually great. With the long warp disruption and powerful damps, you could say, use a lachesis with 2 point scram to web and damp and lock down a target, picking at him with mid range AM rail, or long range blasters, as he was essentially helpless to do much about it.
And with no chancey dice rolling, too, I might add.

Considering you could make yourself a nice ECM Domi or something, and use the drones for your firepower, for not too different cash (you'd lose the sensor bonuses but meh), they're pretty expensive.
I know they aren't BAD ships, it's just I don't see why you'd pick them over all the other options, for anything really.

Like all T2 ships they're insanely expensive. Which suggests to me that they still get bought often enough.
To be honest, like HACs, the utility of a recon ship is entirely out of proportion to the (market) price tag. They _are_ better at some stuff. A rook will out jam a scorp for example. A Cerberus is more mobile than a raven. Unless you're paying cost rather than market though, I don't think it's worth it.

well .. in PvP DPS is not the only thing to consider.
huginns/rapier are great for small scale combat with cruisers and frigs (long range web anyone??) - both are gang ships
arazu is great for hunting NPCer .. as well as for gate-traps. lachesis also great for roaming gangs - longrange scrambler 4tw! - both are gang ships
pilgrim - solo-pwn mobile of the recons. curse - evil for small scale PvP especially against larger targets.
rook/falcon - your pocket scorpion.
recons are something you don't want to miss in a gang  ___________________

1/2 of all recons can cloak and warp cloaked.
team up a gally and a mini cloak-recon and go ganking.
web and scram and damp the enemy (virtally nothing can stand against that as you are webbed by 3 90% webbers and damped below 20km lock range) at about 20-30km and kill it with short range rails&artilry.
add a caldari recon and you can loose the damps for even mor scrambling power as it will permajam any single target...

The Gallente recons are gang based ships really. They don't really have the tank or the firepower to be an all round solo ship but in a small gang they're extremely effective.
An Arazu for example can provide a warp in on your target by sneaking up to it cloaked, then uncloaking and scrambling it with multiple 20k (which then become 40k with recon ships at lvl 5 because of the ship bonus) scrams and dampening it to a rediculously short lock range and long lock time. With my current skills and 3x t2 damps on a corpmates un-sensor boosted megathron he had just over 8k lock range and took over 100 secs to lock my Arazu during a test we did.
The Lachesis is just a tougher version of the Arazu without the cloak, but with a bit more firepower and an extra mid slot (one less low though).
Recon ships work best with other recon ships really. A small gang of them can sneak into enemy space, attack and fade away with very little chance of repercussion.
An Arazu paired with a Rapier for example can between them put multiple points on a target at 40k range (60k with a domination disruptor), put multiple webs on a target at an equally impressive range, target paint the target to an extreme level and render them ineffective due to the dampening.
That's just 2 force recons, now consider also the Pilgrim with its nos bonuses, and the falcon with its ecm bonuses. Between them all they have some awesome capabilities.
In order of solo capable - gang capable for the force recons I'd have to go for Pilgrim - Falcon - Arazu - Rapier. ----------- Join channel 'Turby' or die! Hell yes.
Expensive compared to what? They are actually pretty cheap, compared to their power, especially Lachesis which is fantastic bang for the buck. These are *not* solo ships, you can forget that right off. And yes, you can also forget about blasters -- we Gallente also have these things called "railguns". Try them, they work great 
With Recon 4-5 and near-maxed sensor damp skills, these ships are absolutely evil.

The rapier is an awesome multi-purpose ship. 6 meds 4 lows - You can take the cov op cloak off and make a webbing tackler of pain, or put the cloak on and use it the same way as a cov op frig without all the annoying cap problems. Plus the price is 50 mill which ain't that bad really when you consider that's just two BS insures.

I love my curse, the only ship I really fear is a NosDom and that fight is usually just a stalemate.

In a stand-up fight, there are cheaper, better alternatives. Once the shooting starts, there's not much a recon ship does that's really worth the price (yes, superior electronic warfare capabilities...but not enough so to justify the price.)
Where the value of these ships comes in is with the current mentality of combat pilots in Eve these days: avoid risk at all costs. Recon cruisers are ideal for sneaking into position on snipers or just hiding your capabilities in general. This facilitates the destruction of risk-shy targets. Not in every case or even "most" cases...but in enough instances to justify the cost.
I fly my arazu maybe once or twice a month. But when I use it, it's because nothing else will get the job done. Very much worth having around just for those circumstances.

i haven't undocked my pilgrim in ages to be honest but i use my curse quite often in small engagements.
