Be aware that if you destroy a spawn there is a small chance that an officer spawn can immediately appear, extra tough rats with extra nice loot. Its a trade-off, if you have a system with plenty of belts you can essentially farm the spawns and still have some chance of an officer spawn.

If you destroy a rat spawn, there is a tiny chance that immediately an officer spawn will appear in the belt.
The general trend in probability of an officer spawn is inversely proportional to the true system security. e.g. the lower true sec the higher the chance of an officer spawn after destroying a normal spawn. But its worth factoring in the number of belts into a system too i.e. a higher true sec system with a lot of belts may be better than a lower true sec system with only a couple.
There is an absolutely tiny probability that you will see an officer spawn in 0.0, so you can guess what its like in low and high sec but Ive heard of it happening, some dedicated 0.0 ratters might be lucky enough to see a few over several months, others never.

Indeed, just a hypothesis. With apparently such low probabilities of it occurring its hard to get any kind of handle on how things actually work and it sounds like you've far more experience than I.
As you've pointed out, there's more to it than just lower true sec = better.
