Tbh i am fed up of training a skill only to find on the forums that it is broken or has some fault.
Could i ask all to post here a list of skills they think may be broken, just so i can avoid them 
so far i have heard of:
Fast talk Drone Navigation
any more?

Black market trading has been mentioned a few times as having issues. Likewise other 'character creation only' skills have issues, like not having any effect what so ever. Biology is one of them but it will likely get fixed in kali 1 when the boosters a scheduled to hit TQ.

But if you don't, the drones are moving too fast for their guns to track, but if you up the guns range you drop the angular velocity and the guns can hit again. -----------------

I've got drone navigation and sharpshooting at the same level. My drones have no problems hitting things.
Fast talk is highly debatable. I have seen posts where people produced the numbers to show it actually does work but +20% on a small bit is such a small bit it tends to fall away in the rounding in-game and as such is perceived as broken.

Skills that are Listed in various places (due to being in the data drop) that you can't actually get or don't do anything to my knowledge:

Multitasking has same info as Targeting
i.e.
Skill at targeting multiple targets. +1 extra target per skill level, up to the ship's maximum allowed number of targets locked.

The Mobile 'blah' Operation skills are still available in game because, despite being removed from market view, there is still a way to get them. (I believe it was originally intended that you needed these skills to use the appropriate POS structure)
Starbase tactical officer currently seems to have no function (the description doesnt tell you what it does so you might not consider it 'broken')
I have the Blackmarket Trading skill (from character creation) however since its never been published AFAIK what the default base chance of getting scanned by customs is and how the skill modifies this its a little difficult to work out if the skill does anything

i have noticed, not sure if in kali test or TQ but i could do a search for item place buy order and choose station, im sure i did in in TQ, did it on T2 power relay

Re: Drone navigation/etc, I tested this a bit as I skilled up an alt about a month ago.
Drone navigation indeed works, and will increase both the MWD and orbit speed of your drones. Drone sharpshooting in its current form does not have any effect on your drones orbit range. I presume it does increase the optimal range, but optimal range != orbit range.
In theory, I would assume faster orbit range would make tracking more difficult for the drones, but this is a difficult thing to quantify. There was certainly no magic "stopped working" when my drone navigation was higher than my drone sharpshooting.

Sharpshooting only really makes a difference with sentry drones... and drone navigation only makes a difference on their approach.

The Drone Navigation skill is still broken.
If you put Drone Navigation Computer modules on your ship, they speed up the drones' orbit speed as well as their MWD speed, just like the Drone Navigation skill. If you fit three of these modules, the drones move about twice as fast as normal, and there is a very noticeable reduction in the amount of damage they do to small targets.
As to whether or not it's worth it to train the skill, that's not an easy question. The damage penalty isn't extreme, and faster drones spend less time moving between targets.
You can work around this problem by fitting one or more Omnidirectional Tracking Link modules, but those take up slots.
