It's ridiculous to claim that 0.0 is not more rewarding then empire. There's a lot of money to be made there, and every single resoruce is much better.
- the reason some people don't go to 0.0 is because there's chokepoints that are 90% of the time camped, and because space is already occupied even if largely unused) and defended by the biggest alliance just because it's so hugely rewarding to do so. There is no single big alliance that's not 0.0 based. Even so, after a while, most people will attempt to participate in stuff from 0.0, unless they don't want to take any risk at all, in which case any increase of risk to their current activities will not send them anywhere but to the cancel account option. And sadly for you your money is not better then somebody else's as far as CCP is concerned.
Now there's a problem with low-sec not being worth going to for pretty much anybody but pirates. But the problem is not with lack of rewards as people say. Nor too many in high-sec. The problem is pirating is way too easy. It's funny how people twist and turn the simple frase "risk versus reward" to mean others should take risks and they should reap more rewards. I'm sorry you as pirate are not some out of game factor that provides risk to people. Attacking a non-PvP fited ship and especially miners/haulers poses 0 risk except for the faction drop. But people bypass the faction drop through alts. That is the big bad problem why low sec will never be worth it. People don't have a palpable consequence for their actions, they can still take anything they want from empire and sell anything they want there, get everything to/from their indusrtialist mains/alts. Most so called "pirates" have no in-game economic motivation for their actions. They want your killmail. You have to ask.. if piracy is lacking in low-sec why don't they move to 0.0 where much fatter pray lies ? Why are there more pirates where hardly anyone goes then there are where the richest stuff is ? Maybe because i don't know.. there's risk ?
I rated a bit lately in low-sec and checked it out. It's clearly proportionally more rewarding then 0.5 and up. You can probably make double off ratting and the ore was better and there was noone taking it either.
The problem ? Even in the most backwater systems more then 50% of the population just goes from belt to belt trying to find you or (more rarely) camps the gate. If i found a system where i was the only guy, fairly soon someone with the typical 12yo "pirate" bio would pop up, notice me and hang around.
So the reason i get less profit is because i have to warp out every 3 min (not dumb enough to take chances) and that's not going to change if you put less stuff in high-sec or more in low.
There is too big a transition. In high-sec piracy is impossibly risky, in low-sec, except for the gate sentries, it's the same as 0.0.
Make piracy harder but possible. This would weed out the lame, but have more targets for the pirates that actually take a calculated risk.
