In order to pick up a few for testing, I'd need to insurance fraud several dozen ships, seeing as I cannot fly anything bigger then a BC.

First Of all I'm only selling them at market Value or Below being 50 million in batches as large as I can Produce. this is going with the market Feature of the game. And as for Hording I just Canceled my Own orders as too Group my sell orders of the same types so as too keep the number of my sales slots open. and as I'm Transshipping them several systems for construction the cost is inline with what the market Demands.
It serves you right for trying to help others! I'm glad I didn't find the time to test rigs myself, otherwise I would have probably shared your fate and then said "fsck this. they can hire a bigger QA dept if they want testing."
CCP, how can a player hoard something that didn't exist without their efforts? Does this mean bans will be handed out to any players that build rigs and do not sell it, or sell it at above what is deemed a fair price on a server where isk has no value?
There is no such thing as a fair price when money is no object, however, getting a hold of money, however useless, is still difficult in some cases, making extremely overpriced things such as Osspreys rigs unneeded.
Like I stated above, some players that would like to test out these things cannot due to player price gouging, and some of them cannot commit insurance fraud to the degree needed to shell out 100+ million for one rig which they just want to test.
