I'm a bit confused as to why something special needs to be done. I've accepted trades and contracts in the past for fitted ships.
How would this stop other players from deliberately flying unfitted or anti-tanked ships?
As for obtaining modules for a new ship, I'll haul them to where the new hull is and fly a fitted ship out. |

People getting exploded in unfitted ships is simply Darwinism at work, no matter what part of space their in.
It's like being a fighter pilot and taking off the tarmac with no weapons, ejection seat, g-suit, sanity, etc. |

Depending on region / location - not all places people fly have vibrant markets with items available to everyone. This isn't really an excuse either way, as much as... I can see people trying to get away with partial fits (despite it being a bad idea for obvious reasons) |

As long as it serves the purpose, why not.
For instance I use a ship in fleet that I, in all probability, lose anyway. Wouldn't spend more ISK on it than necessary.
Or low skills, sometimes it's not yet possible for me to fit everything I want.
Or it's a special fitting that's not designed to have resources for anything left. |

some cases there is no need for fit at all.
example some fw isk farming can be done with empty ships, so losing empty ship gives almost no risk situation. |
