Killing NPC demand for minerals is a terrible idea at this point in time. In a thriving economic environment with a growing population base, it might actually be plausible if done gradually and monitored with stops built in to assess the current situation. However, at this current time, it would be the final nail in the coffin in my estimation. There is absolutely no way manufactures can begin to absorb the mineral production in the Eve universe on a daily basis. You would see prices crash through the floor. Great for manufacturers for a couple of weeks but then it will dawn on them that you have just removed the livelyhood of a great number players. These players are not going to go suck on roids for 30% of what they are getting now and if they did, they wouldn't have the money to purchase your manufactured goods at anywhere near current prices. When the smoke cleared, if there was much of a game left, you would find yourself right back where you started.
Certain minerals would hold their value a bit longer since they are a little short now due to the roid problem. Particularly this is true of isogen at the moment. However, pyrite, mex, nox prices would fall through the floor. You would see mexallon going for 5 isk and noxcium for easily well under 100 virtually overnight.
I've been buying and selling minerals on a huge scale for 5 months. Prior to the asteroid respawn problem, I bought and sold up to 200 million isk worth of minerals per day. Even in this depressed mineral state with the asteroid respawn FUBAR, manufacturers could not consume anywhere near what is mined per day. This is a fact.
Telling all those miners to go pound salt and take up another profession would be akin to telling them to go find another game.
No point arguing about it though, CCP will do whatever the hell they like. As far as I'm concerned personally, it would not bother me in the least whatever they decided to do. As a matter of fact I'm inclined to say, go for it. Let's adopt the whole package that the vocal minority has been whining about for all these months.
Kill the highway system. Neuter Concord. Remove all the damn sentry guns. Remove npc's buying minerals. Turn it all into 0.0 space for that matter.

Let's get it all over with already and see what happens.
