If they are to boost the start of new players given the ever increasing gap to older players(mind you I count my self in that group), then someone will be always be "cheated" and be caught up by players performing no work or not having paid in an equal amount of time.
Things can be said either way, but if you ask me the notion of boosting the start a little is ok. Its not going to break anything.
The ever present argument that SP is not everything - while being true - is no argument in this case, cause everything else being equal, SP _IS_ important. Its not isk or real experience though. But it is giving you some part of what others have _paid_ to achieve.
It was the same when learning skills came out. Newer players can move faster through skillpoints compared to older players at the equivalent time in their chars life, due to them.
When skills and ships are nerfed or boosted, some skills points gain value and hence improve/decrease the value of time spent on them.
The development of the game is full of equivalent changes and will continue to happen. Its part of playing a game like this.
And 800k starting chars is hardly something to be up in arms over in that perspective.

I decided to restart a week ago after letting characters idle for several months. Shortly after I restarted I discovered this issue, and while I was initially annoyed, I adjusted, dumped training learning skills out the window and planned to restart and am focusing on building isk to transfer to the new character and trying different skills.
If you are significantly under 800k skp at Kali's release, you can restart if you like and think of the additional skp as a bonus. Or,
If you are around or over 800k skp, realize that 800k skp targeted by you at the skills YOU want trumps 800 skp picked by the game that may not always be useful to you at start.
I tend to treat the first character or two in an MMO as a throwaway, a learning tool to get a feel for a game and get me enough knowledge about what's possible to determine what I want to play for a long term character. If you view your current investment in this light, you may enjoy transferring goods and isk to your new character. But think carefully - if you have been making wise skill choices, the 600 skp you have NOW may be much preferable to the 800 skp the game will give you if you restart, which is a definite edge.
And standings DO count. The ability to do higher level missions is a great advantage.

If I terminate my new character who has only a little over 130000 SP in favor of recreating her under Kali with the new 800 SP, will I be able to create her again with the same name?
example: character named Tammia is terminated, and new character is created using the same name Tammia
...or is the name lost forever?
